MISSION STATEMENT
Intelligence Resources and Budget Division (IB) fulfills HQMC responsibilities and oversight concerning intelligence resource planning, programming and budgeting for the Director of Intelligence.
TASKS
- Serve as the Marine Corps point of contact for Congressional issues and tasks related to Marine Corps intelligence matters. Coordinates the Marine Corps intelligence input to Congressional Record; responds to congressionally directed actions and questions for the Congressional Record.
- Coordinate intelligence input to the Marine Corps Unfunded Program List (UPL). Prepares and forwards funding shortfalls through the Marine Corps Programs and Resources Department (P&R) and the Office of the Under Secretary of Defense for Intelligence (USD(I)) to Congress. Prepares and forwards capability shortfalls that require supplemental or emergency funding through P&R, USD(I), to Congress.
- Coordinate, prepare, and provide briefs to Congressional committees and subcommittees on Marine Corps intelligence programs.
- Coordinate, prepare, and provide intelligence budget briefs to CMC in preparation for CMC annual Congressional testimony.
- Manage the Marine Corps Military Intelligence Program (MIP), and our participation in the National Intelligence Program (NIP).
- Represent HQMC Intel on the HQMC Program Objective Memorandum Working Group and Program Evaluation Boards.
- Coordinate Intelligence Program Review Group issues for the Marine Corps.
- Coordinate Marine Corps review and response to draft intelligence-related Resource Management Decisions during the budget review process.
- Develop yearly Congressional Justification Book for Marine Corps MIP in coordination with MCSC, NAVAIR, and HQMC Intel.
- Compile DIRINT’s annual Congressional Testimony.
- Review and submits all USMC MIP Overseas Contingency Operations requests.
- Participate in program and budget reviews with OSD.
- Orchestrate MIP execution reporting and reviews with OSD and the Deputy Under-Secretary of the Navy.
