Welcome to the Operations Directorate of HQ CAP-USAF
Under the Director of Operations or XO, we have the Chief, Standardization and Evaluation or XOV, and two Air University airlift validators or XOO. We also have a local plans officer or XOP. Finally, under the XO directorate we are proud to count our Liaison to the Air Force NORTH commander or LNO who works out of Tyndall AFB.
Below you will find a brief synopsis of the functions/duties of each of these Operations Personnel.
XO - Leads the HQ CAP-USAF Operations, Stan/Eval and Airlift Operations sections. Supervises CAP flight operations. Oversees CAP operations in many wings including a myriad of corporate-owned light aircraft and numerous gliders. Ensures compliance with Statement of Work governing homeland security, search and rescue, counterdrug and disaster relief missions for DoD, federal, state and local agencies. Supervises training and operations for Air Force active duty and GS-12 pilots nationwide. Maintains Evaluator Pilot qualification.
XOV - Directs the nationwide Standardization and Evaluation program for CAP-USAF flight operations. Responsible for training and evaluation of Air Force active duty and GS-12 pilots flying contract light aircraft. Develops operations guidance and establishes training and currency requirements. Provides advice, liaison, and oversight for the AF Auxiliary's flight operations encompassing thousands of pilots, hundreds corporate-owned light aircraft and numerous gliders. Assists in the development of evaluation programs for CAP's search and rescue, homeland security, disaster relief and counterdrug missions. Maintains Evaluator pilot qualification.
XOO - Coordinates airlift requirements and support for Air University (AU), Air Force Officer Accession and Training Schools, and Civil Air Patrol (CAP), the Air Force Auxiliary. Schedules required airlift with United States Transportation Command, Air Mobility Command, Joint Operational Support Airlift Center, Headquarters Air Force Reserve and the Air National Guard Bureau. Establishes priorities for airlift requirements using DoD criteria. Consults with headquarters Air Force to procure expanded travel authorizations for CAP members on USAF aircraft. Processes landing permits to allow CAP aircraft to use Air Force, Army and Navy installations.
XOP - Develops operational, deployment and force protection plans for NAF-equivalent HQ w/eight regional and many state offices. Responsibility for active duty/civil service members of HQ CAP-USAF staff and over one hundred contract civilians of Civil Air Patrol (CAP) corporate staff. Develops quick reaction checklists for full-spectrum threat response (FSTR) for six facilities. AF advisor in CAP National Operations Center (NOC) during disaster relief operations. Action officer for CAP cadet & aerospace education programs, coordinating activities affecting thousands of cadets and adult members.
LNO - (Tyndall AFB, FL) Serves as a senior advisor/analyst performing liaison support assignments for Commander, Civil Air Patrol - United States Air Force (CAP-USAF) to the Commander, 1st AF/AFNORTH Commander. Provides advice to 1st AF/AFNORTH Commander, senior leaders and staff on issues of Homeland Defense and Defense Support of Civil Authorities (DSCA). Ensures 1st AF/AFNORTH and CAP-USAF commanders intent are synchronized through detailed interaction in key areas to include but not limited to: Air Force Auxiliary structure, CAP-USAF Initiatives, and Contingency Operational Requirements; programming and budgeting information and analysis. Develops Air Force Auxiliary Homeland Defense and Counterdrug Concept of Operations. Identifies issues between commands and initiates senior level working groups/meetings to resolve issues before mission impact. Attends senior level meetings to include daily Operations Directorate staff, bi-weekly Combined Air Operations Center (CAOC) Air Tasking Order Approval, and periodic Commander Staff/Senior battle staff meetings. Assists in drafting and implements policy and guidance effecting CAP-USAF and Air Force Auxiliary with the goal of ensuring mission success. Leads analysis efforts in order to assist CAP-USAF staff in identifying and implementing policies/strategies/resources to meet AFNORTH needs. Provides CAP-USAF senior staff situational awareness updates in 1st AF's mission, strategic objectives and on-going issues. Provides CAP-USAF a single point of contact for 1st AF and a source of 1st AF and CAOC corporate knowledge. Liaison duties will also include maintaining situational awareness/operational knowledge in all 1st AF (AFNORTH) related Homeland Defense and Defense Support to Civil Authorities (DSCA) mission areas.
Senior representative of CAP-USAF LNO element in AFNORTH Combined Air Operations Center (CAOC), 1st AF (Air Forces Northern) Contingency Action Team (CAT) and AFNORTH/CONR Joint Personnel Recovery Center (JRPC). Responsible for ensuring CAP-USAF Commander's intent and requested capabilities are clearly understood by the CAOC, AFNORTH CAT and JRPC as well as the 1st AF senior leaders. Speaks for the CAP-USAF commander in the CAT for all Homeland Defense and Defense Support of Civil Authorities (DSCA) contingencies and corresponding Joint Chiefs of Staff level exercises. Assumes the operational lead of any CAP-USAF coordination elements in the CAOC, CAT or JRPC. Work the planning and execution of Air Force Auxiliary immediate response DSCA missions, counterdrug, low level route surveys and emergency service missions. Provides Air Force Auxiliary planning assistance in the AFNORTH course of action development. Prepares Air Force Auxiliary input to the AFNORTH Air Tasking Order/Air Control Order generation, and Air and Space Operations Directive. Provides real time mission support within the CAOC and other administrative duties. Integrate with the CAOC Strategy division, Plans Division, Operations Division and other locations as required. Provides 1st AF academic training to CAP-USAF /reservists CAT and CAOC members as required. Serves as operational focal point between the CAP-USAF and 1st AF CATs to achieve synchronizing of MAJCOM and NAF effort. Maintains a working knowledge of Joint Operations Planning and Execution System and all CAP-USAF and 1st AF Common Operating Picture Information Systems for meeting key mission requirements during contingency/crisis operations
