The purpose of RCM is to develop a scheduled maintenance program with the goal of increasing system availability by identifying failures or potential failures before they degrade system effectiveness.
The original concept of RCM came from the airline industry. RCM uses information from the Failure Mode and Effects Criticality Analysis (FMECA) to identify items that are the most critical to system availability. The RCM analysis process uses a decision tree as a guide for complete analysis of each significant item. If determined to be effective, preventive maintenance tasks are performed on a scheduled, periodic basis to prevent failures while equipment is in operation. RCM analysis may also reveal deficiencies in maintainability or identify maintenance tasks to be eliminated. GEIA-STD-0007 Interface: B Entities, Reliability Requirements and Analysis. Data entities beginning with "B" in the first position of the entity name are structured to provide a description of the function of each item of the end item; outline the maintenance concept to be utilized for design and support planning purposes; and, identify any design conditions such as fail safe requirements/environmental or nuclear hardness considerations imposed upon the system. The entities summarize the item reliability, maintainability, and related availability characteristics of the item resulting from the failure modes and effects, criticality, and maintainability analyses, reliability centered maintenance analysis and accommodate a narrative description of any analysis related to the potential redesign of an item.

Required For: The RCM analysis is required in support of the SS and associated PMD. As the RCM and SS requirements are updated the information is required to be transferred to solicitations and contracts during the remaining life cycle and acquisition phases.
When Required: The RCM analysis is an iterative analysis process conducted concurrent with the development of the maintenance concepts during the maintenance planning process. The RCM analysis applies to the entire life cycle of the system including the O&S phase.
