DEFINITION
PTD is needed to accomplish provisioning of new systems and is developed as part of the Logistics Management Information (LMI).
GENERAL INFORMATION/NARRATIVE
Provisioning is the process of determining and acquiring the range and quantity of support items (e.g., spares, repair parts, bulk materiel, tools and test equipment) necessary to operate and maintain a system for an initial period of time. Provisioning data is accumulated and documented during the system engineering process and continues to be updated in each lifecycle phase as the LMI is updated.
GEIA-STD-0007 Interface: H Entities, Provisioning and Cataloging Requirements. The "H" data Entities are used to document packaging/provisioning data requirements. Included in these Entities are static parts data (non-application dependent) related to provisioning screening and cataloging, packaging, and common maintenance data. Also included under these data Entities are application data of items used to document the data required for initial support requirements determination, repair parts manuals, and design change information. Provisioning data can be delivered via the Provisioning_Transaction_Set.xsd. However, for Department of Defense (DOD) provisioning technical documentation, there is a specific format for delivery of provisioning data. Two XML style sheets have been created to produce formatted DOD provisioning technical documentation from the XML. The style sheet lsa_036_1.xslt is a pre-processor that pads numeric fields with zeros and converts elements with decimals to pure numeric fields and must be applied prior to the application of the second style sheet. The output of the first style sheet is a slightly modified XML instance. The second style sheet, lsa_036_2.xslt, is applied to the results of the first style sheet and formats the data into the required eighty columns provisioning technical documentation format. The results of the style sheets produce the data required for review at various provisioning conferences (e.g., long-lead time items conference, provisioning conference, etc.) and is used in the selection procedures to identify repair parts requirements in support of the equipment to be fielded.

Required For: Provisioning documentation is required for all systems and equipment acquired or modified under the Army acquisition program unless all supply support will be provided by the contractor for the life of the system.
When Required: Planning for supply support and initial provisioning is required to begin concurrently with the development of performance requirements for the system or as early as possible in the SDD phase. The Army requires that initial stockage quantities of support items be provided prior to or concurrent with the initial distribution of the system.

(first-time provisioning of a new end item), follow-on provisioning (subsequent
provisioning of the same end item from the same contactor), and re-provisioning
(subsequent provisioning of the same end item from a different contractor) are
the three types of provisioning. The SS, when updated and expanded during SDD
phase, provides the major milestones used as the basis for updating the
Provisioning Plan. The detailed support requirements, maintenance functions
allocations, maintenance tasks, etc., are a matter of record during LMI development.
The ILS requirements and technical data for provisioning are outputs of the
System Analysis process.

Responsibility: It is the responsibility of the PM, the
SIPT, and the ILSM to plan for provisioning prior to preparation of the MFP. It

solicitation documents) as an integral part of the acquisition of systems.

Resident / OJT Training Requirements: [G] Are defined in the
System Training Plan (STRAP): The overall strategy and plan for individual,
unit, institutional and new equipment training needed to introduce a new or
displaced system into a ACOM or ASCC.
Required for: To identify requirements for multimedia
training support products needed for Army Modernization Training. and date. be
documented in the MRD (Integrated Capabilities Document, Capabilities
Development Document, or Concept Production Document) and STRAP.
Required when: The training strategy and the required
associated multimedia training support products will be required and validated
and provided by the first unit equipped date.
Responsibility: The MATDEV and CBTDEV, (TRNGDEV/proponent
school), gaining ACOMs/ASCCs, test agencies, other organizations and industry
may all be involved in the STRAP and its execution.

G Entities, Skill
Speciality Data. Data Entities beginning with "G" in the first
position of the entity name are structured to describe and justify any new or
modified personnel skills required to support the system/equipment. The G
Entities can be used to identify resident versus on-the-job training
requirements.
