Dear Mr. Chairman:

 

By letter to the Defense Nuclear Facilities Safety Board (Board) dated December 31, 2003, the Assistant Secretary for Environment, Safety and Health committed to revise DOE-STD-3009 and DOE-STD-3011 to complete Deliverable 4.2.2 in the Department of Energy’s Implementation Plan (IP) for Recommendation 2002-3.  The Department made this commitment to provide more formal guidance for the identification and implementation of specific administrative controls (SACs) consistent with DOE-STD-1186, Specific Administrative Controls, which was developed under IP commitment 4.2.2.

 

Enclosed is Change Notice No. 3 to DOE-STD-3009 that incorporates guidance on SACs.  This revision was submitted for DOE-wide review and comment, and also was reviewed by and commented on by your staff.  All comments are resolved.  This revised standard was posted on the DOE Technical Standard Program website on March 24, 2006, and is available for use.  Since DOE-STD-3011 references DOE-STD-3009 in all material respects when identifying and implementing SACs, we believe that no further revision to DOE-STD-3011 is necessary.

 

This action completes the Department’s actions relative to Deliverable 4.2.2 and Commitment 4.2.  We also believe that we have completed all commitments and actions for Board Recommendation 2002-3.  We are working with your staff to arrange a briefing to discuss closure of this Recommendation.
