Dear Mr. Chairman:

 

This letter is to notify you of the completion of Commitments 5 .2.1, 5.2.2, 5.2.3, and 5.5.2 in the Department of Energy (DOE) Implementation Plan for Defense Nuclear Facilities Safety Board Recommendation 2007-01, dated October 24, 2007.

 

Commitment 5.2.1 is to "Establish criteria for conducting state of the practice reviews ..." This commitment is completed. The final review criteria document was developed with feedback from Defense Nuclear Facilities Safety Board staff. A copy of the final review criteria document is attached to this letter.

 

Commitments 5.2.2 and 5.2.3 are to establish schedules for conducting state-of-the-practice reviews of facilities under the Office of Environmental Management that are identified in Commitment 5.1.3, and facilities under the National Nuclear Security Administration (NNSA) identified in Commitment 5.1.4. This commitment is completed. A copy of the memorandum to Site Office Managers establishing site review schedules is also attached to this letter.

 

Commitment 5.5.2 is to "identify methods for capturing and clearly communicating nondestructive assay (NDA) lessons learned..." This commitment is also completed. The NDA Technical Support Group (TSG) has developed a three-tiered approach to sharing NDA-related lessons learned: 1) submitting lessons to the DOE Lessons Learned Database and the Criticality Safety Website managed by Lawrence Livermore National Laboratory; 2) sending e-mail to the sites and to the e-mail listing maintained by the Institute of Nuclear Materials Management (INMM) NDA Users' Group; and 3) submitting a paper summarizing TSG activities for the INMM July 2009 meeting, as well as other presentations and papers that will be submitted to INMM and the American Nuclear Society (ANS) as opportunities arise.
