Key Documents
While the National Estuarine Research Reserve System operates under a variety of legislative and regulatory authorities, the network's goals, core missions and accomplishments are spelled out in a variety of documents. For more information, see:
Partners
NOAA
The National Estuarine Research Reserve System is one of just two place-based operations within the National Oceanic and Atmospheric Administation (NOAA) in the U.S. Department of Commerce. The Reserve System is administered by the Estuarine Reserves Division of the Office of Ocean and Coastal Resource Management (OCRM). OCRM is part of NOAA's National Ocean Service, which is also the home of a number of services that provide technical assistance and support to the Reserve System.
Other Federal Agencies
The Reserve System also partners with other Federal Agencies with responsibilities that include management of public lands in coastal areas. These include:
- The US Fish and Wildlife Service manages the National Wildlife Refuge System throughout the United States and territories. Many of the Reserves include part or all of Wildlife Refuges, or are located in close proximity. Reserve Managers and Refuge Managers work closely on common resource management issues.
- The National Park Service manages National Parks, National Seashores and other public lands, several of which are nearby existing Reserves. Reserve and Park managers and staff work together on common issues.

The reserve system also works with a variety of non-profit and non-governmental organizations that focus on coastal and estuarine science and management. These include:
