What is A&I?

The Analysis and Information (A&I) Online website was initially developed in 1997 by the Federal Motor Carrier Safety Administration (FMCSA) and the Volpe National Transportation Systems Center to provide FMCSA headquarters and field staff with access to current motor carrier safety data via the FMCSA Intranet. The site went "public" in 1998 and now provides motor carrier safety information to FMCSA and State enforcement personnel - as well as motor carriers, insurers, shippers, and the public to help promote analytically sound, safety-conscious decisionmaking.

The site provides descriptive statistics and analysis about commercial vehicle and driver safety and the programs and countermeasures that the FMCSA has implemented to improve safety. The site is organized into a number of data areas representing specific areas of interest as described below.
Motor Carrier Safety Measurement System (SMS)
The Motor Carrier Safety Measurement System (SMS) is an automated system that quantifies the on-road safety performance of motor carriers. The system helps FMCSA to prioritize carriers for potential interventions and monitor whether a motor carrier's compliance problem is improving or worsening.

Carrier/Driver Safety
Carrier/Driver Safety includes safety data for specific carriers, drivers and bus companies and access to the GOTHAM system.
  • Driver Information Resource  icon of a small lock* - The Driver Information Resource (DIR) provides a secure web based lookup capability that allows FMCSA and State enforcement personnel to view a driver’s crash and inspection history.
  • Driver Safety Measurement System  icon of a small lock - The Driver Safety Measurement System (DSMS) is an internal tool available to FMCSA and State enforcement personnel to evaluate a driver’s safety performance.
  • GOTHAM Reports  icon of a small lock - GOTHAM Reports are internal FMCSA resources used by Division Administrators, safety inspectors, and headquarters personnel to report on FMCSA program activities.
  • Bus/Passenger Carrier Information website - The Bus/Passenger Carrier Information website is designed to inform passenger carriers and the traveling public about the FMCSA's passenger carrier program and regulations.
  • Pre-employment Screening Program - The FMCSA's Pre-employment Screening Program helps motor carriers make more informed hiring decisions by providing electronic access to a driver’s crash and inspection history from the FMCSA Motor Carrier Management Information System (MCMIS).

Data Quality
Data Quality identifies FMCSA resources for evaluating, monitoring, and improving the quality of data submitted by States to the Motor Carrier Management Information System (MCMIS).
  • State Safety Data Quality - States are rated on a monthly basis on the completeness, timeliness, accuracy, and consistency of State-reported crash and roadside inspection data in MCMIS.
  • Supplemental Reports - State and Federal agencies can monitor their MCMIS and DataQs activity for State-reported crash and roadside inspection data provided to the FMCSA.
  • FARS/MCMIS Matching Tool - A tool designed to help reconcile differences between the number of fatal crash records in the FARS and MCMIS databases.
  • State Analysis Reports - State Data Analysis Reports that support the State Safety Data Quality (SSDQ) evaluation and the individual measures.
  • Police Accident Reporting - State agencies are provided customized training based upon their state crash report and materials in order to support the collection of crash data required to be uploaded to the FMCSA.

Crash Statistics
Crash Statistics are summarized crash statistics for large trucks and buses involved in fatal and non-fatal crashes that occurred in the United States. These statistics are derived from two sources: the Fatality Analysis Reporting System (FARS) and the Motor Carrier Management Information System (MCMIS).
  • National Statistics - National Profiles are summarized crash results for large trucks and buses involved in fatal and non-fatal crashes that occurred in the United States. These reports are organized into two sections: National Profile Reports and State Comparison Reports.
  • State Statistics - These reports are summarized crash results by state for large trucks involved in fatal and non-fatal crashes that occurred in the United States. These reports are organized into seven focus areas: Summary, Vehicle, Driver, Environment, Crash, Carrier, and Maps.
  • Large Truck Crash Causation Study - Based on a three-year data collection project conducted by FMCSA and NHTSA, the LTCCS is the first-ever national study to attempt to determine the critical events and associated factors that contribute to serious large truck crashes.
  • State Crash Records - Several years of individual State Crash Records used to examine trends in reporting.
  Safety Programs
The Safety Programs area includes data on reviews, roadside inspections of commercial vehicles and drivers, and traffic enforcement stops of CMVs operating in an unsafe manner. Reports include national and state level analysis, models and research to measure the effectivess of these programs and specific reports for Hazardous Material (HM) and passenger operations.
  • Reviews - The Reviews sub-module provides summarized data for five fiscal or calendar years, including current year to date information, on all types of reviews (Motor Carrier Safety Reviews, Cargo Tank Facility Reviews, Security Contact Reviews, etc.) conducted on motor carriers that transport property or passengers in interstate or intrastate commerce.
  • Roadside Inspections - The Roadside Inspection sub-module provides summarized data for five fiscal or calendar years including current year to date information on all roadside inspections conducted on motor carriers that transport property or passengers in interstate or intrastate commerce.
  • Traffic Enforcement - The Traffic Enforcement sub-module provides summarized data for five fiscal or calendar years including current year to date information on all MCSAP traffic enforcements.
  • Passenger Carrier Statistics - The Passenger Carrier Statistics area provides a series of national and state reports (Reviews, Safety Audits, Inspections, etc.) for passenger carriers.
  • HM Statistics - The Hazardous Materials (HM) Statistics area provides a series of national and state reports (Reviews, Safety Audits, Inspections, etc.) for HM carriers.
  • NAFTA Safety Stats - The NAFTA Safety Stats module presents information and statistics on the U.S. operations of all U.S. registered interstate and intrastate motor carriers broken out by national domicile of the carrier.
  • Program Effectiveness - The Program Effectiveness module, through the use of the Compliance Review Effectiveness Model and Intervention Model, measures effectiveness of compliance reviews, roadside inspections and traffic enforcements.
    • CREM - FMCSA's Compliance Review Effectiveness Model (CREM) measures the effectiveness of the three FMCSA Safety Programs: Compliance Reviews, Roadside Inspections, and Traffic Enforcement. The Compliance Review and Intervention Models provide estimates on the beneficial impact of these programs on reducing crashes.
    • Intervention Model - The Intervention Model is an analytic model designed to measure the effectiveness of the roadside inspections and traffic enforcement (interventions) in terms of crashes avoided, injuries avoided, and lives saved.
    • Resource Allocation - This project uses the FMCSA program effectiveness models and state-specific cost data to explore the allocation of resources to FMCSA safety programs (compliance review, traffic enforcements, and roadside inspections) within a specific state.
MCSAP Program
The MCSAP Program area provides reports and tools to assist FMCSA's state partners.
  • Quarterly Report/Data Dashboard - This Data Dashboard provides a single location for data to assist states with preparing their Motor Carrier Safety Assistance Program (MCSAP) Formula Grant Quarterly Reports and monitoring MCSAP activities identified in their Commercial Vehicle Safety Plans (CVSPs).
  • State Safety Performance Measures (SSPM)  icon of a small lock - State Safety Performance Measures (SSPMs) are designed to assist states with identifying commercial motor vehicle safety problem areas and corresponding safety objectives. Produced by aggregating carrier data in CSA 2010's Safety Measurement System (SMS) for the seven Behavior Analysis Safety Improvement Categories, or BASICs two measures have been developed; Domiciled Carrier Safety and Operating Carrier Safety.
  • CVSP Toolkit  icon of a small lock - The CVSP toolkit provides online assistance and customized reports to assist FMCSA and State partners with the State Specific Safety Objective components of their Commercial Vehicle Safety Plan (CVSP).
  • State Data Summary - This report provides a high level overview for a given state. It includes motor carrier census and SMS results, a review of the state's data quality ratings, large trucks involved in crashes, review data and roadside inspection statistics in addition to local FMCSA and MCSAP contact information.
Analysis Results & Reports
Analysis Results & Reports is a collection of analytical reports on motor carrier safety developed by the FMCSA. These reports document recent studies on truck and bus safety.
