This new guidance supersedes the "Technology Readiness Assessment Deskbook", 2009, and updates the procedures for conducting a technology readiness assessment in an acquisition program. It has new procedures and nomenclature which will be introduced into an update to the Defense Acquisition Guide. It is based on the initiative to improve the effectiveness of readiness assessments, as described and directed in the USD(AT&L) Memo, "Improving TRA Effectiveness", 11 May 2011.

TRA references provide guidance and best practices for performing technology readiness assessments. They introduce the convening of Subject Matter Expert teams, formerly called Independent Review Teams, by the acquisition program manahger, who is responsible for their establishment, resources and funding. They also provide expanded guidance on the definition and description of Technology Readiness Levels (TRL), and their use in TRAs and continuously throughout an acquisition program.
