Celebrating the 40th Anniversary of Title VII

William Brown served as the fourth Chair of the EEOC, from 1969-73. A 1955 graduate of the University of Pennsylvania Law School, Mr. Brown came to the EEOC from the Philadelphia District Attorney's office. As Chair, Mr. Brown lobbied for enhancement of EEOC's ability aggressively to address workplace employment discrimination, which came about following passage of the Equal Employment Opportunity Act of 1972. After passage of the Act, Mr. Brown oversaw the development of the Commission's litigation function and the opening of five regional litigation centers precursors to the establishment of District Offices. Mr. Brown also helped develop the EEOC's "Resource Allocation Program," designed to focus a significant portion of Commission resources on large national and regional employers in order to foster broad workplace changes.
