1.1 Introduction

U.S. Department of Energy (DOE) Policy requires the use of safety management systems to systematically integrate safety into management and work practices at all levels so DOE accomplishes its missions while protecting the public, the worker, and the environment. DOE O 450.2, Integrated Safety Management, requires SC and Field Offices to develop, approve, maintain, and implement ISMS descriptions.

The ISM Department of Energy Acquisition Regulation (DEAR) Clause and each contractors H Clause requires each SC contractor to develop, approve, and maintain ISMS descriptions and implement Integrated Safety Management (ISM) programs. Throughout this Subject Area, the term “safety” is used synonymously with “environment, safety, and health” (ES&H) to encompass protection of the public, the workers, and the environment.

  • Perform initial verification and approval of the contractor ISM Program.

4. Implementing and Continually Improving the Field Office Integrated Safety Management Program

 

  • Annually establish Field Office safety goals and objectives.
  • Annually establish contractor safety performance objectives, measures, and commitments.
  • Monitor status of contractor’s ISM system.
  • Determine need to conduct ISM verification.
  • Support SC-3 in determining need for ISMS declaration.
