1.0 Applicability

This procedure is applicable to Office of Science (SC) personnel involved in development, revision, or approval of the SC Functions, Responsibilities, and Authorities (FRA) documents.

2.0 Required Procedure

Step 1

The Environment, Safety, and Health (ES&H) Management System Owner (MSO) assigns a Lead to annually (or more often if needed) review the SC FRA and proposes revisions, if needed.

Step 2

If needed, the Lead forms a team to revise the SC FRA.

Step 3

The Lead or the Team performs the following:

  1. Reviews all new, revised, or rescinded Delegations of Authority from SC.

  2. Reviews new or revised DOE Directives.

  3. Prepares a revision of the SC FRA.

Step 4

The Lead provides the proposed revised SC FRA to the Office of Science Management System (SCMS) Operations Center for review and comment.

NOTE:  The Lead discusses the proposed revision with the ES&H MSO prior to sending to the SCMS Operations Center.
Step 5

The SCMS Operations Center sends the proposed revised SC FRA for review and comment to the appropriate SC personnel (e.g., the Field Elements and Program Offices).

NOTE:  After comment resolution is complete, the SCMS Operations Center sends the comment resolution response to the commenters.

Step 6

The Lead or Team performs comment resolution, finalizes changes to the proposed revised SC FRA, and transmits to the ES&H MSO.

Step 7 The ES&H MSO reviews and concurs with the SC FRA.

Step 8

The ES&H MSO provides the revised SC FRA to the SC Headquarters (HQ) Deputy Director for Field Operations (SC‑3).

Step 9

SC‑3 concurs and obtains concurrence from the SC HQ Deputy Director for Science Programs (SC‑2).
Step 10 After concurrence by both SC‑3 and SC‑2, the SC‑3 forwards the SC FRA to the Director, Office of Science, (SC‑1) for approval.
Step 11 SC‑1 approves the revised SC FRA and forwards the approved SC FRA to the ES&H MSO.
Step 12 The ES&H MSO forwards approved SC FRA to the SCMS Operations Center.
Step 13 The SCMS Operations Center publishes the SC FRA and sends an email notification to the appropriate SC personnel.
