Why do many Department of Defense and intelligence community acquisition programs continue to suffer from cost and schedule overruns?

Dr. Steven Meier, group deputy director in the Advanced Systems and Technology Directorate at the National Reconnaissance Office and author of 25 peer-reviewed articles on acquisition strategy, project management, and other topics, presented the results of a study of several large-scale acquisition programs on Jan. 27, 2009, and explained:

- How to reduce the risk of cost and schedule growth on programs

- Best practices during the pre-acquisition phase of the acquisition life cycle

- Best project management and system engineering practices
