ANNOTATION: Vocation education programming in Texas’ Windham School District (WSD) is evaluated. An agency can use this report to compare its own offender vocational programming to the efforts in Texas and to see what education services are effective. A detailed research summary contained the following sections: introduction; vocational program participation—Career and Technical Education (CTE) program; methodology; vocational participation and completion; employment status after release; employment in occupation related to training; employment on first anniversary; annual earnings; increased earnings; employment retention factors—age, educational level, occupation related training, industry certification; and future considerations. Appended is the report “Evaluation of Training Services: Career & Technical Education” produced by WSD; vocational program waiting list information; and North American Industry Classification System (NAICS) vocational employment and training by industry noting total ex-offenders employed in industry and the number trained in related courses.
