USPTO 2010-2015 Strategic Plan
The United States Patent and Trademark Office (USPTO) Strategic Plan for fiscal years (FY) 2010-2015 sets forth the agency’s mission-focused goals, as well as the proposed objectives to meet those goals. The plan is designed to strengthen the capacity of the USPTO, improve the quality of issued patents and registered trademarks, and shorten the time it takes to get a patent. The plan as fully implemented will enhance and accelerate the innovation and job growth needed to transform the U.S. economy, foster competitiveness, and drive the creation and growth of U.S. businesses. This plan has been completed with input from our public advisory committees, stakeholders, the public, and USPTO employees.

USPTO 2011-2015 Strategic Human Capital Plan
The United States Patent and Trademark Office (USPTO) 2011-2015 Strategic Human Capital Plan (SHCP) sets forth the agency’s human capital goals, as well as the proposed objectives to meet those goals. The SHCP addresses the future workforce demands and challenges facing the USPTO and identifies the agency’s specific human capital management initiatives designed to overcome its challenges.

Fiscal Year 2012 Performance and Accountability Report (PAR)
Navigating historic change is the new normal at the United States Patent and Trademark Office (USPTO). Our efforts here directly improve both the quality of life for our nation’s citizens and the environment for innovation and invention. We are near completion of our implementation of paradigm-shifting patent reform legislation, and are reaping the fruits of newly developed metrics to measure quality and performance across the agency.
The USPTO made history in July when it opened its first ever satellite office. The Elijah J. McCoy Satellite Office in Detroit, Michigan, is already processing patent applications. One hundred patent examiners and 20 administrative patent judges are expected to be on staff within the office’s first year of operation. History will be made three more times as the USPTO in the coming years opens more satellite offices, in Dallas-Fort Worth, Denver, and Silicon Valley. The four offices will function as hubs of innovation and creativity, helping protect and foster American innovation in the global marketplace, helping businesses cut through red tape and creating new economic opportunities in each of the local communities.
Our list of accomplishments is long, and our goals for the future are ambitious. We move forward with these operations and plans with the knowledge that there could be funding challenges in FY 2013, given that we are in the middle of a historic change in how we set fees to a full-cost recovery model.
