David McClure David L. McClure, Ph.D.

David McClure was appointed as the Associate Administrator of the Office of Citizen Services and Innovative Technologies (OCSIT) in the General Services Administration on August 26, 2009.   The Office of Citizen Services fosters public engagement by using innovative technologies to connect citizens to government information and services. As part of this effort, OCSIT runs the award-winning USA.gov, the official website of the federal government. His office is rapidly becoming a leader in the use of new media and Web 2.0 technologies to bring government to citizens and citizens to government. Through its websites, call centers, publications, and other programs, OCSIT facilitates more than 200 million citizen touchpoints a year.  OCSIT is also facilitating government-wide capabilities to support the President's Open Government Directive, such as idea management and challenge solutions.  In addition, McClure is involved in implementing OMB's government-wide cloud computing strategy via Apps.gov and other avenues.

McClure most recently served as the managing vice president for Gartner Inc.'s Government research team. There, he managed the global government research agenda and analyst support and was lead researcher on government information technology management practices. McClure also served on the Obama-Biden Transformation, Innovation, and Government Reform Transition Team, which examined federal agency IT plans and status for the incoming administration. 

Before working at Gartner, McClure served as vice president for e-government and technology at the Council for Excellence in Government. Previously, McClure had an 18-year career with the Government Accountability Office, where he conducted wide-ranging IT management reviews in almost all major Cabinet departments and agencies. He was instrumental in starting and creating GAO's "best practice" guidance for IT investment and capital planning, IT security, IT performance management, and IT architecture.  He also served as ex-officio member of the Federal Chief Information Officer Council from its inception in 1996 through 2001.

McClure provided key input on major federal government IT reform legislation, such as the Clinger-Cohen Act of 1996 that created federal government CIOs and IT business case requirements, and the e-Government Act of 2002. He is a three-time winner of Federal Computer Week's "Top Federal 100" (1998, 2001, and 2004) for impact on government IT directions and improvements.  Because of notable impact on government management reforms, he was elected as a Fellow in the National Academy of Public Administration in 2009.  He also serves as a Member of the Commissioner's Future Systems Technology Advisory Panel at the Social Security Administration.

Most recently McClure was presented the 2010 AFFIRM Leadership Award for outstanding executive leadership in government-wide information resource management. 

McClure received his Bachelor of Arts degree and a master's in political science from the University of Texas, and a doctorate in public policy from the University of North Texas. He also completed post-graduate work in IT management at Harvard and George Washington universities.

Kathy Conrad was appointed as the Principal Deputy Associate Administrator of the Office of Citizen Services and Innovative Technologies (OCSIT) in the General Services Administration on May 9, 2011. The Office of Citizen Services and Innovative Technologies is leading development and implementation of major government-wide shared services and solutions that are increasing citizen engagement and driving innovation across government.

Ms. Conrad is the primary advisor to the OCSIT Associate Administrator, and oversees OCSIT operations, policy development, and stakeholder outreach. She provides executive leadership for OCSIT’s strategic initiatives and programs. These include the Digital Services Innovation Center, which provides shared services and tools to enhance access to and use of government information and services anytime, anywhere, on any device, as called for in the Digital Government Strategy released by the White House in May 2012. OCSIT’s award-winning platforms and tools such as USA.gov, challenge.gov and the social media registry improve customer experience and increase operational effectiveness and efficiency of government. OCSIT is facilitating use of emerging technologies such as APIs, mobile and new media and cloud computing, and accelerating adoption of secure cloud solutions across government through the Federal Risk and Authorization Management Program (FedRAMP).

Kathy Conrad is a proven leader, problem-solver and strategic advisor with over thirty years of experience in government technology programs and policies. Prior to joining GSA, she was Senior Vice President with Jefferson Consulting Group, a leading business and government consulting firm, where she was responsible for leading the firm’s strategic direction and client engagements. She served as a trusted advisor to corporate leaders of major technology firms on all aspects of government business, and worked closely with government technology executives to ensure alignment with government priorities and policy objectives. Previously, she managed federal marketing and assistive technology consulting for Praxis, Inc, and served as an issues analyst and speechwriter for the National Science Foundation.

Ms. Conrad served as Industry Chair of the ACT-IAC Executive Leadership Conference (ELC) in 2010, as well as Vice Chair of Tech America’s Federal IT Dashboard Task Group. She was recognized for her leadership with Federal 100 awards in 2013 and 2011.

Ms. Conrad has a B.A. from Wesleyan University in Biology-Psychology. She lives in Alexandria, VA with her husband, and has two grown daughters.

Ms. Martha Dorris is the Deputy Associate Administrator in the U.S. General Services Administration's, Office of Citizen Services and Innovative Technologies. With over 30 years of experience in the information technology arena within government and industry, she has led the Office of Citizen Services to be a place of innovation, citizen services while delivering real results.  Currently, Ms. Dorris is leading the creation of products and services that will enable the Federal government to be open, transparent and participatory.

As the DAA for the Office of Citizen Services, Ms. Dorris has created an integrated delivery of government information to citizens, businesses and government in English and Spanish via the Internet, phone or in print.  Internet delivery is provided through USA.gov, GobiernoUSA.gov and other consumer websites as well as many social media channels, telephone at 1-800-FED INFO or through the Pueblo publications center.  Ms. Dorris was responsible for supporting version 1 of the Recovery.gov website that provides citizens with the ability to track where their money is being spent as a result of the American Reinvestment and Recovery Act of 2009.  Ms. Dorris creates products and services that enable other Federal agencies to improve their service to the public.  She has been instrumental in providing leadership in implementing web 2.0 technologies in the Federal government.  In 2009, OCS engaged with the public over 240 million times.

Ms. Dorris has been active in the IT community for decades.  She has been recognized for her hard work, dedication and leadership in numerous ways.  She was a Fed 100 award winner in 2004, 2006 and 2008.  She has been active with the International Council for Information Technology in Government Administration (ICA) for over 10 years and was named a Distinguished Service Award winner in 2005.  In addition, OCS was recognized in 2007 with the President's Quality Award for Management Excellence.  She was the President of the American Council for Technology (ACT) from June 2007 to June 2009.  Martha was also recognized by AFFIRM with the 2008 Service to the Citizen Award and was recently named the Civilian Agency IT Executive of the Year by Government Computer News for 2009.

In January 2011, Bajinder N. Paul was appointed as the Deputy Associate Administrator of General Services Administration (GSA) in supporting its mission of Citizen Services and Innovative Technologies.  Mr. Paul is responsible for leading modernization strategies that leverage innovation and cloud computing in implementing agile and on-demand  IT infrastructure  that support government-wide initiatives.

Before arriving to GSA, Mr. Paul spent over 20 years managing information technology (IT) programs and organizations both in the private sector and in the Federal government. From 2007 to 2011,  he served as the Chief Information Officer (CIO) with the Office of the Comptroller of the Currency (OCC). As CIO, Mr. Paul was responsible for leading all OCC IT programs.

Prior to this, Mr. Paul served as Acting CIO and the Deputy CIO of IT Operations at the Housing and Urban Development (HUD). He provided strategic and operational leadership in delivering centralized IT services to the entire department which helped the agency achieve its goals of promoting citizen access to HUD services.

Mr. Paul's leadership resulted in HUD receiving the Computer World Honors Program Laureate Award for 2007. This award recognizes the accomplishments of organizations and institutions that are creating global best practices in leading the world's ongoing IT revolution.

More recently, Mr. Paul was recognized as an "Agent of Change" in 2008 and as a "Federal 100"  in 2010 by Federal Computer Week for  improving the government's use of information technology.

Mr. Paul  has also held key IT management positions at the Department of Justice (DoJ) and at the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). At ATF, Mr. Paul provided strategic, managerial, and operational oversight of the agency's IT services and solutions. Mr. Paul's leadership resulted in his organization receiving one of the agency's highest awards, the "ATF Director's Maestro Award" in 2002 and 2004 for outstanding contribution to the mission of ATF.

Mr. Paul also serves as an Adjunct Professor at Georgetown University, where he teaches a graduate level course in technology management -- Enterprise Modernization and Technology Assertion.

Mr. Paul is a graduate of  Cornell University in 1981 with an undergraduate degree in Electrical Engineering. He received his Master of Science in Computer Science degree from the Johns Hopkins University in 1994.

Bev serves as Director of the Federal Citizen Information Center which provides government information where, when and how the public wants it -- via USA.gov, GobiernoUSA.gov, Kids.gov, 1-800-FED-INFO, and publications from Pueblo, CO.

Gwynne Kostin is Director, of the Digital Services Innovation Center in the Office of Citizen Services & Innovative Technologies at the U.S. General Services Administration. She is leading cross-agency efforts to use the power of today's technologies to provide government information and services to the public anytime, any where and on any device.

This builds on the work that she has been doing with GSA directing the Mobile program management office and in new media and citizen engagement. Convening innovators across government and fashioning new approaches to making government work for the public, she has led the research and strategy around public mobile, built the mobile community of practice, piloted a policy-compliant "build-a-blog" platform apps.gov NOW and launched the contest platform challenge.gov

As Director of New Media for the U.S. Department of Homeland Security, she drove the use of new technologies to solve business problems creating the department's first social media strategy, developing a cross-agency web communications model for disaster response, and leading new media communications and strategy for the department's 22 agencies. 

Prior to joining public service, she spent ten years in new technologies, including founding a successful Internet start–up in an association and leading strategic Web communications in health care and education. She enjoys talking to interesting people and figuring out how things work.
 

Sheila Campbell Sheila Campbell

Sheila Campbell is Director of the Center for Excellence in Digital Government at the U.S. General Services Administration. She’s accountable for several government-wide initiatives and programs that help agencies provide a better online experience to citizens and engage through social media: HowTo.gov, the central hub for requirements and best practices for managing web, new media, and customer service; DigitalGov University, the federal government's training program for web and new media; the Web Managers Forum, social network of nearly 3,000 federal, state, and local web and new media professionals that collaborates on solutions for improving government websites; and Challenge.gov, the central hub for citizens to submit innovative solutions to solve government challenges. A key part of her job is serving as Executive Sponsor of the Federal Web Managers Council, which works to strengthen web governance, coordinate online content across agencies, and advice OMB on federal web policy. In 2011, Sheila began leading the .gov Reform Initiative, to bring greater focus to these efforts and improve how agencies manage their web operations.

Sheila has also served as a content manager for USA.gov and helped establish the federal government's first web portal in Spanish, GobiernoUSA.gov. Before joining GSA, she was Deputy Chief of Staff at the Peace Corps. She served as a Peace Corps Volunteer in Togo, West Africa and has degrees in French and Political Science from the University of California, Berkeley.
 

Katie Lewin Katie Lewin

Katie Lewin is the Program Manager for Cloud Computing at GSA.  The program was established to drive the government-wide adoption of cost effective, green and sustainable Federal cloud computing solutions.  The Program has four major initiatives:  Apps.gov, E- mail in the Cloud, Security as a Service, and Data Center Consolidation.

In her role as Program Manager, Ms. Lewin is responsible for identifying, developing and delivering methods for agencies to use cloud computing capabilities.  Previously, she served as the Chief of Staff to the Chief Information Officer (CIO), U.S. General Services Administration.  

Previous to her work at GSA, Ms. Lewin was an information technology consultant at SRA International and Lockheed Martin working with clients at the Internal Revenue Service, other financial management agencies, and the Federal Aviation Administration. 

Ms. Lewin began her career in the Federal government at the Library of Congress and has worked at the Office of Management and Budget and the Internal Revenue Service.  She has a Masters Degree in Library and Information Science from Dominican University and an undergraduate degree in American History from Trinity University. 
 

Earl Warrington Earl Warrington

Earl Warrington is a business and program manager specializing in acquisition, eCommerce and eBusiness and has been with GSA for over 25 years.  He combines management experience with operational and technical expertise.  He is currently the Chief of Staff and Director of the Office of Business Management in GSA's Office of Citizen Services & Innovative Technologies.

From February 2009 to September 2009, Mr. Warrington led the GSA efforts "standing up" the new Recovery.gov website.  Recovery.gov provides full transparency into the progress of the American Recovery and Reinvestment Act, signed by President Obama February 17, 2009.  Mr. Warrington's duties included standing up the new Recovery.gov Program Management Office, and working with OMB and the Recovery Board. 

Before being detailed to Recovery, Mr. Warrington was a key member of the management team for Integrated Acquisition Environment (IAE), one of the GSA managed E-Government initiatives identified under the E-Government Act of 2002.  As Director of the IAE Division of the Office of Acquisition Systems, Mr. Warrington provided leadership analyzing the current federal acquisition environment and implemented a new approach that transformed the acquisition process through use of the internet and shared services across all federal agencies.

Prior to 2002, Mr. Warrington served as the Acquisition Executive and eBusiness Director for GSA's Public Building Service (PBS).  During his tenure, he played a leadership role in transforming PBS's electronic business capabilities, successfully consolidating and streamlining PBS eAcquisition operations, business processes, enterprise-wide communication, and human resources.  He also served as a warranted contracting officer.

A native of the Washington, D.C. area, Mr. Warrington received his Bachelor of Arts in Economics from the University of Maryland.  He earned a Master's Certificate in Project Management from George Washington University School of Business in 2006.  He is a regular guest lecturer at the American University Key Executive Program, part of the Acquisition Management Curriculum.  He is a member of the National Contract Management Association (NCMA) and the American Council for Technology Industry Advisory Council (ACT/IAC).  In 2007, Mr. Warrington graduated from the IAC IT Partners Program, an executive development program for "rising stars" in government and industry.

Kelly Olson joined GSA's Office of Citizen Services & Innovative Technologies (OCSIT) in August 2010 with over 15 years experience in communications and marketing, program and event management and business operations. She manages strategic communications and outreach for OCSIT’s major initiatives and promotes public engagement through the use of innovative technologies designed to simplify citizen access to government information and services. She works collaboratively with the New Media and Public Affairs teams in GSA’s Office of Citizen Services (OCS), and Office of Innovative Technologies (OIT), to ensure that information and developments are effectively communicated to internal and external audiences. Kelly also supports the Office of Global Innovation and an international community of e-government officials committed to exchanging information, sharing best practices, and promoting collaboration across all levels of government.

Kelly most recently served as Vice President for ConnellyWorks, Inc., where she was responsible for developing the firm’s strategic business objectives, brand strategy, operations, project management and business development. A thought leader in the Web 2.0 /Gov 2.0 and social networking arenas, Kelly guided clients on how to best use these new and emerging technologies in the public sector IT market. She also conducted training seminars and workshops on customized social media strategies and best practices for businesses, independent professionals and associations.

Kelly previously served as Director of Conferences and Events for the American Council for Technology, where she managed the strategic direction and operation of the organization’s annual conferences, events, awards and professional development programs. Kelly was named one of Convention South Magazine’s Professionals to Watch in 2009. Kelly also worked as a Senior Program Manager for a government contractor, where she led several teams in the strategic planning, management and execution of many projects, conferences and events for the White House, National Science Foundation, Department of Defense, Department of Health and Human Services and the Department of Justice.

Kelly is active in the IT community and is a member of the American Council for Technology/Industry Advisory Council (ACT/IAC) and the Association for Federal Information Resources Management (AFFIRM). She received her Bachelor of Science degree in Public Administration from George Mason University.

A recognized leader with experience in Federal Information Technology (IT), Ms. Sally Kiel possesses a special blend of experience implementing key Presidential initiatives and driving strategic IT planning efforts. Sally currently serves as the Program Director for implementing the President’s Open Government Directive, in the Office of Citizen Services and Innovative Technologies (OCSIT) with the General Services Administration (GSA). She has served in this role since January of 2010. OCSIT advances GSA’s responsibility to make Government information open and transparent to the American people through initiatives and increased accessibility.

Under her leadership, GSA’s Open Government Plan achieved the requirements of the President’s Open Government Directive and is ranked among the top 10 government plans in the Federal Government.

Sally previously served as the Deputy Program Manager for Data.gov, and coordinator for the Chief Information Officer Council’s (CIOC) Best Practices Committee. As the Deputy Program Manager, she directed the beta-test of Data.gov’s Dataset Management System (DMS), which created an automated process for managing datasets on Data.gov. She laid the foundation for an automated reporting process for Federal agencies participating in Data.gov, and was the Data.gov liaison in a government-wide outreach effort to support the White House announcement of the Open Government Directive.

Before joining GSA, Ms. Kiel worked for the Defense Information Systems Agency (DISA). At DISA she was involved in the agency’s strategic and tactical planning, helped to refine the corporate policy for managing new business, and was a lead Program Manager for the agency’s mainframe data center consolidation.

Ms. Kiel received several awards and recognition for her work, including her work with Data.gov, and recently received the OCSIT AFFIRM Leadership Award for the Advancement of Open Government.

Ms. Kiel holds a Bachelor of Science from Franklin University, a Master of Science in Administration from Central Michigan University, a Project Management Professional (PMP) certification from the Project Management Institute, and a CIO certification from the National Defense University. Ms. Kiel completed the Federal Executive Institute’s Leadership for a Democratic Society program and is a graduate of the National Defense University’s Information Resources Management College.

Keith Thurston is the Assistant Associate Administrator for Electronic Government at the General Services Administration in the Office of Citizen Services and Innovative Technologies.

His work calls for him to work with a number of Government-wide initiatives and groups to help formulate technology solutions. Until 2010, he worked in the Office of Governmentwide Policy and in that role worked with Federal CIO Council since its inception in 1996 and focused on the new policy issues as the technology evolves. He was a part of the management of the Quicksilver Task Force that produced the recommendations for the President’s E-Gov initiatives. He has been very active in designing and implementing some of the key transparency initiatives. He has lead or supported the development of USAspending, ITDashboard, Recalls.Gov, Data.Gov, and some of the citizen participation efforts.

Before joining GSA, he was with U.S. Treasury and IRS working in technology and network communications. He holds a Bachelors degree in Business Management and a Masters of Business Administration in Telecommunications.

Maria A. Roat became FedRAMP Director, Office of Citizen Services and Innovative Technology, General Services Administration in January 2013 bringing 30 years of professional experience in information technology, including operations and intelligence. 

Previously Ms. Roat served as Deputy Chief Information Officer, Director for Administration within the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA), November 2011.

Ms. Roat served as Chief of Staff, Office of the Chief Information Officer (OCIO) in DHS Headquarters, September 2008.

She directed the OCIO Front Office, which serves as the principal administrative advisor to the Chief Information Officer (CIO) and Deputy CIO, with responsibilities for budget, acquisitions, communications, human resources, and support programs.

Ms. Roat joined DHS in June 2004, first serving at the Transportation Security Administration (TSA), where she was Deputy Director, Technology Development, 2005-2006, for TSA’s Secure Flight Program.  In August 2006, Ms. Roat began serving at U.S. Citizenship and Immigration Service (USCIS), as the Program Manager for the Fraud Detection and National Security System, and then Chief of Staff, Office of Information Technology (OIT), where she managed OIT operations and administration, in addition to holding responsibility as the Chief Information Security Officer (CISO) with oversight of all aspects of USCIS’ Information Security Program.

Ms. Roat retired from the U.S. Navy in 2007, with 26 years of active duty and reserve service, in which she obtained the rank of Master Chief Petty Officer, Information Systems Technician.  Ms. Roat served in numerous leadership positions including Command Master Chief for the Reserve Intelligence Area Washington (2002-2005) and the Center for Navy Leadership Mid-Atlantic (2005-2007).  Additionally, she served on the National Naval Reserve Policy Board (2004-2006) to review policy issues submitted from the fleet and provide recommendations and implementation strategies for consideration by the Secretary of the Navy’s Policy Board.  Ms. Roat also served in Operations Desert Shield and Desert Storm (1991-1992), when she was recalled to active duty.

Ms. Roat holds an A.S., Computer Science, is a graduate of the Harvard Business School Executive Education Program for Leadership Development, and a graduate of the Navy Senior Enlisted Academy.
