Advance Planning Documents


The Advance Planning Document (APD) process is a series of successive steps through which State agencies obtain Federal prior approval of and Federal financial participation (FFP) in automation projects supporting Food and Nutrition Service (FNS) programs.  This includes all eligibility system and Electronic Benefit Transfer (EBT) projects.

Purpose of the APD Web Site
The purpose of this web site is to provide FNS and State agency staff involved with the review, approval, and coordination of Advance Planning Documents (APD) with tools, techniques, guidelines, and examples to assist in fulfilling their responsibilities in this area.

Contents of the APD Web Site
The column at the right                        provides guidance and tools is provided to enable FNS and State agency staff to work in partnership for successful automation of program requirements and delivery of benefits to clients.

 The What's New link provides information on    recently posted items.  These items may also be found on the appropriate page depending upon their subject area.

 

The Statutes and Regulations link provides relevant excerpts to USDA and other authorities which direct FNS and State Agency activities.

The Handbook and Guidance link provides access to FNS Handbook 901, a graphical overview of the APD process, the Cost Allocation Methodology (CAM) Toolkit, and FNS Training and Presentations on the APD process.

The Document Library contains checklists as well as documents which are also available on the pages applying to their appropriate subject area.


The EBT link provides access to SNAP and WIC EBT documents.  These are also available under their separate subject areas.


WIC Resources provides access to WIC documents which relate to APD requirements, EBT, and SAM information.
