HCTC: Information for Qualified Family Members

Qualified family members of TAA recipients (including ATAA and RTAA recipients) or PBGC payees who enroll in Medicare, pass away, or finalize a divorce, are eligible to receive the HCTC for up to 24 months from the month of the qualifying event, or until January 1, 2014.
Qualified family members must be spouses or dependents at the time of the event, must meet all General Requirements, and must have, or obtain, a qualified health plan. Learn more about how you can qualify and register below.

In the Event of Medicare Enrollment
If you are a PBCG payee or TAA recipient who enrolled in Medicare, you can receive the HCTC for the health plan premiums of your qualified family member(s) for up to 24 months from the month you were enrolled in Medicare. To register for the monthly HCTC program, individuals must complete and submit:

In the Event of a Death or Divorce
If you are a qualified family member of a PBGC payee or TAA recipient who has passed away or from whom you are divorced, you can receive the HCTC for 24 months from the month of the death, or from the month the divorce was finalized. Important Information for PBGC payees for the 2011 Tax Year
If you are a PBGC payee, who has enrolled in Medicare and plans to claim the Yearly HCTC for 2011, it is very important that you call the HCTC Customer Contact Center at 1-866-628-HCTC (4282) prior to filing your 2011 return if BOTH of the following apply:

  • You were not enrolled in the monthly HCTC program in January or February 2011, and
  • You were 65 years old on or before 1/31/11.

If you are a surviving spouse or divorcee who does not intend to register for the Monthly HCTC and plans only to claim the Yearly HCTC, please note that Form 14116, Family Member Eligiblity Form must still be submitted in order to establish your eligibility and claim the Yearly HCTC. However, submitting this form is not necessary, if you had PBGC survivor benefits that began in 2011, making you a direct PBGC payee in 2011.
