The Challenge has the following unique features:
The Challenge is open to all U.S. citizens or permanent residents. The contest runs until October 26, 2012, followed by an evaluation period of 30 days.
There is a guaranteed award. The awards will be paid to the best submission(s) as solely determined by the State Department. The total payout will be $10,000, with at least one award being no smaller than $5,000 and no award being smaller than $1,000.
This Challenge is being held under the America COMPETES Authority where awards may only be awarded to individuals (participating singly or in a team) who are citizens or permanent residents of the United States, or private entities that are incorporated in and maintaining a primary place of business in the United States. Only U.S. entities, citizens, and permanent residents are eligible to win a prize for this Challenge. While submissions from ineligible Solvers are welcome and may be the subject of further interest, they cannot receive awards. The Solvers are not required to transfer exclusive intellectual property rights to the State Department. Rather, by submitting a proposal, the Solvers grant to the State Department a royalty-free, perpetual, and non-exclusive license to use any information included in this proposal.
After the Challenge deadline, we will complete the review process and make a decision with regards to the Winning Solution(s). All Solvers that submitted a proposal will be notified on the status of their submissions; however, no detailed evaluation of individual submissions will be provided.
