Thomas Forman

Thomas L. Forman is the Deputy Associate Director for Management Services with the U.S. Office of Personnel Management’s (OPM) Federal Investigative Services (FIS).  In this role, he is responsible for contract development and oversight, OPM-FIS’s adjudication program, and resources management.  Prior to this position, Mr. Forman served as the Assistant Director for Security Programs responsible for oversight of FIS’s integrity assurance program, protection of personally identifiable information (PII), security operations, and continuity of operations/business recovery planning.

Before coming to OPM-FIS, Mr. Forman served as Senior Advisor to the Chief of Staff and Director of External Affairs for OPM from October 2007 to May 2008, where he played a key role in the planning, coordination, development and implementation of a variety of Government policy and program matters relating to security and emergency preparedness.  From June 2003 to October 2007, he served as Deputy Associate Director for OPM’s Center for Security and Emergency Actions where he was responsible for planning, developing, implementing and maintaining all physical, personnel, industrial, information-security and emergency-action programs for OPM nationwide.

From 1998 until he joined OPM, Mr. Forman was Deputy Director, Office of National Security Coordination, at the Federal Emergency Management Agency (FEMA; now with the Department of Homeland Security), and from 1996 to 1998, he served as Director, Office of National Security Affairs.  While at FEMA, Mr. Forman occupied a succession of positions within various operational and security elements charged with managing Continuity of Government (COG) and Continuity of Operations (COOP) programs, and supporting special security programs. From 1983 to 1996, these positions ranged from Team Leader, to Branch Chief, to Division Director.

Mr. Forman is a retired Chief Warrant Officer 4 from the U.S. Army Reserves, having served on Active Duty from 1973 to 1982 as a Counterintelligence Agent and then from 1982 to 2003 as a Counterintelligence Technician in the U.S. Army Reserves.

A native of East Rochester, New York, Mr. Forman is a graduate of Los Angeles City College, with a degree in Law Enforcement.  He is a Distinguished Honors Graduate from the Senior Warrant Officers Advanced Course and a 2001 Graduate of the Federal Executive Institute.  In 2005, he was designated a Certified Protection Professional (CPP) by the American Society for Industrial Security (ASIS), the highest certification granted in the security field.  Mr. Forman was appointed a member of the Senior Executive Service (SES) in 2003.
