Steven Niu

Steve joined OPM in March 2008. In his current role, he supervises and manages the Office of the Actuaries to perform risk analysis and actuarial services for the Federal employee benefit and retirement programs. His office assists in the annual health premium negotiation process with the insurance carriers across the country for the Federal Employee Health Benefit Program (FEHBP), which covers almost eight million Federal employees, annuitants, and their dependents. The office also provides actuarial technical assistance and advice to the senior health advisor to the OPM Director and the Director of Planning and Policy Analysis division, to set policy with regard to the Federal employee benefit programs.

Before joining OPM, Steve worked in three major actuarial consulting firms. He has over 20 years of experience in assisting both public and private employers in addressing various employee benefit issues, including those pertaining to pension plan design, funding, and FAS87 expense actuarial valuations; union negotiations; health plan design; rate setting and underwriting; FAS106 retiree health plan actuarial valuations; various states’ and municipalities’ GASB 45 valuations and reporting; Medicare prescription drug actuarial equivalence attestation; and employee benefit plan takeovers, acquisitions, and mergers.

Steve is a Fellow of the Society of Actuaries, an Enrolled Actuary and a member of the American Academy of Actuaries. Steve has a master’s degree in mathematics from Pittsburg State University and a Bachelor of Art degree in applied mathematics from National Cheng-Chi University, Taiwan.
