Rob Shriver

Robert H. Shriver, III, is the Assistant Director for National Healthcare Operations (NHO) at the U.S. Office of Personnel Management.  In this role, he is responsible for implementing and administering OPM’s responsibilities under the Affordable Care Act, including the Multi-State Plan Program, under which OPM will enter contracts with at least two health insurance issuers to offer health insurance options on the Exchanges being established in every state and the District of Columbia.  NHO is also assisting the U.S. Department of Health and Human Services with meeting the Affordable Care Act requirements to provide health insurance coverage to people with pre-existing conditions and to offer an effective mechanism for consumers to seek reconsideration of a health insurance issuer’s decision to deny them payment.

Previously, Rob served as OPM’s Deputy General Counsel for Policy, where he was one of the chief legal and policy advisors to OPM Director John Berry and General Counsel Elaine Kaplan. He also served as the primary legal counsel to the Multi-State Plan Program team and worked on a number of other health-related legal issues.

In addition to his work on health reform, Rob has been a leader on a number of Director Berry’s priority initiatives, including reforming the Federal hiring process, crafting the student pathways programs, advancing equality for LGBT Federal employees and their families, and improving labor-management relations. He has also worked on OPM’s initiatives on veterans’ employment, diversity and inclusion, and people with disabilities.

Prior to joining OPM, Rob was an Assistant Counsel for the National Treasury Employees Union. During his 13 years at NTEU, he successfully litigated a broad range of cases concerning Federal employee and union rights at all levels of the Federal court system. Rob has argued several high-profile appellate cases on matters of constitutional, administrative, and labor law.

Rob is a native of Nazareth, PA. He graduated cum laude from Virginia Tech in 1993 with a BA in International Studies, Political Science, and Economics, as well as a German minor. He received his law degree with honors in 1997 from George Washington University Law School. Rob lives in Alexandria, VA, with his wife, JoAnn Martinez-Shriver, and three children.
