Reginald Brown

Reginald Brown is a Senior Executive Service (SES) member of the United States Federal Government. Mr. Brown is the Deputy Associate Director, Emerging Solutions/HR Innovations with the U.S. Office of Personnel Management located in Washington, DC.  He is responsible for implementing interoperable solutions/initiatives to enhance the performance of operational human resources processes, to include the overall management of large scale governmentwide HR technology projects.

Prior to joining OPM, Mr. Brown served as Director of the Transformation Planning and Performance Directorate, of the Defense Business Transformation Agency (BTA) of the Department of Defense. He has acquired over 22 years of experience in systems development, systems implementation, systems deployment and project management gained by working in various leadership capacities within the Department of Defense and Department of Navy. He has received many professional honors and awards and has been recognized at the national level. Most recently he was named as one of the Top 100 Leaders in government E-Learning by E-Learning magazine.

Mr. Brown holds a Master’s of Business Administration in Technology Management from the University of Phoenix and is a Defense Certified Acquisition Level 3 Professional within the field of Program Management. Mr. Brown is a frequent speaker at human resources business and technology conferences and a variety of federal government forums throughout the nation.

As an undergraduate, Mr. Brown made the Dean’s List, completing his undergraduate studies with the University of Phoenix by earning a Bachelor of Science degree in Business Administration. During his undergraduate years, he performed tutoring of disadvantaged youth within the San Francisco Unified School System. He was also a founding member and treasurer for the Ethnic-A-Fair Program within the Oakland community that provided funds to the Black Adoption and Placement Center. He participated in voter registration drives and held offices within Neighborhood Homeowner Associations.

Within the church community he serves as deacon and assists his church with outreach initiatives to feed the hungry while helping to provide shelter and clothing for the homeless. He volunteers his time as Vice President of the Riverside Station HOA and has been a part of neighbor cleanup projects. As a member of the Woodbridge Alumni Chapter of Kappa Alpha Psi, he serves as assistant exchequer and volunteers his time to help at risk youth. Mr. Brown also participates in community enrichment projects. He led efforts to raise over $40,000 for HATI and $200,000 for the Combined Federal Campaign.  In 2010, he was selected as a Board of Trustee Board Member for Saint Paul’s College where he is trying to save this historic educational institution from closure.

Mr. Brown recently married his wife Frida, and they are planning to start a family very soon in the Prince William community. His professional affiliations include membership in the Senior Executives Association, Defense Acquisition Alumni Association, American Society of Military Comptrollers, and Project Management Institute.

Being the first member of his family to graduate college and help provide for others has fostered a passion for achievement and excellence that motivates Mr. Brown to continually press forward.
