Quinta Spear

Dr. Quinta R. Spear serves as the Deputy Assistant Director for Retirement Services. In this capacity, she oversees retirement operations in DC with a staff of 260 full-time employees impacting nearly 2.5 million retirees and survivors.  Her overarching goal is to increase accountability, streamline processes, and improve customer service.

Prior to her current position, Dr. Spear served as the Director for Human Capital in Intelligence and Analysis (I&A).  During her tenure with I&A, she focused on (1) working with managers and the DHS Chief Human Capital Office to increase the number of hires; (2) developing strategies that impact employee retention in a positive way; (3) streamlining human capital procedures and processes while enhancing technology; (4) developing performance metrics for the Human Capital Office; and (5) building relationships with stakeholders both internal and external to I&A.

Dr. Spear has more than 20 years of Federal service and while employed with the Office of Personnel Management from 1988-2010, she served in a number of positions – Claims Examiner, Benefits Specialist, Management and Program Analyst, Supervisory Benefits Specialist, and Program Manager – in Retirement Services and the former Center for Leadership Capacity Services.

While a Program Manager responsible for building government-wide leadership capacity, she managed Briefing Programs for new Senior Executive Service (SES) members and equivalent and Schedule C appointees.  She also managed Candidate Development Programs designed to prepare high performing employees across the Federal Government for the SES.  Additionally, she oversaw a business process review impacting more than 500 employees and nearly 2400 seasonal employees.

As part of her leadership training, Dr. Spear completed OPM’s Retirement and Insurance Service’s Supervisory Training and Evaluation Program in 1992, and the Women’s Executive Leadership Development Program in 1996.   She also completed the Key Executive Program at American University in 1999, and the Organization and Development (OD) Certificate Program at Georgetown University in 2001.  During the certification process for the OD Certificate Program, she served as a consultant at the Government Accountability Office where she worked with a work group to identify and resolve long-standing performance issues.
 
Dr. Spear holds a B.A. from the University of Virginia, an M.P.A. from American University, and a Ph.D. in Organization and Management with a specialization in Leadership from Capella University.  During her spare time, she enjoys spending time with her family and friends, traveling, dancing, and playing a variety of sports such as tennis, golf, ice skating, and bowling.
