Mauro Morales was appointed by President Barack Obama on November 2, 2009, to serve as Policy Counsel in the Office of General Counsel (OGC) at the Office of Personnel Management (OPM).
As policy counsel in the OGC, Morales works to ensure that OPM’s missions are accomplished within the letter and spirit of all Federal statutes, regulations, and Executive Orders. OGC has two core goals. First, OGC strives to provide timely and accurate legal advice to the Director, Deputy Director, and program offices. Second, OGC strives to provide timely and effective litigation services to the Director by representing the agency in administrative tribunals and assisting the Department of Justice in defending OPM concerning human resource litigation issues.
Morales is currently on detail from OGC to the OPM Director of Diversity and Inclusion as a policy advisor for implementation of the Presidential Executive Order promoting diversity and inclusion in the Federal workplace.
Prior to accepting the OPM appointment, Morales was in private practice serving as managing partner in the Morales Law Group in Southern California. There he specialized in employment labor law and civil litigation. Morales has been a senior associate at McGuiness and Williams law firm in Washington, D.C., a general counsel to Lambco Engineering, Inc., and has served as a legislative director and chief of staff to both Representative Esteban Torres and Representative Loretta Sanchez.
Morales currently resides in Washington, DC. He received his undergraduate degree from Georgetown University, and earned his law degree from the University of Southern California. Morales is licensed to practice law in the State of California and Washington, DC.
