Maureen B. Higgins

As the Assistant Director for Leadership and HR Development Solutions at the Office of Personnel Management (OPM), Ms. Higgins oversees interagency leadership and management development programs which offer high-quality learning experiences at residential learning environments and through programs customized to meet the needs of Federal agencies.  She previously served as the Assistant Director for Agency Support and Technical Assistance, responsible for working with federal agencies to implement key human resources initiatives and to promote efficient and effective human capital management.  Ms. Higgins also led OPM’s work on the National Initiative for Cybersecurity Education from 2009 to 2011.

Prior to joining OPM, Ms. Higgins held a variety of positions with the Department of Defense, Air Force and the Joint Staff including assignments in Turkey and Germany addressing highly sensitive issues for the Chairman of the Joint Chiefs of Staff.  She has extensive experience in federal human resource management, policy development, management of personnel information systems and transformation projects, and programming, budgeting and resource management.
 
Her education includes a Master of Strategic Studies from Air War College, a Master of Public Administration from Troy University, a Bachelor of Arts in Urban Affairs from Virginia Tech, and completion of the Federal Executive Institute’s Leadership for a Democratic Society.
