Keith Willingham

Keith Willingham serves as the Director of the Combined Federal Campaign (CFC) at the U.S. Office of Personnel Management. The CFC is the world’s largest and most successfully organized annual workplace giving campaigns for millions of Federal, Postal military personnel. Each year employees voluntarily donate hundreds of millions of dollars to non-profit organizations who depend on these funds to help millions of people in need. As the Director, Mr. Willingham develops polices, strategies and provides oversight over a program that has grown to include nearly 25,000 charities world-wide. Since its inception, the program has helped raise almost $7 billion dollars.

Prior to leading the CFC program, Mr. Willingham served as OPM’s Associate Chief Financial Officer (CFO) where he managed the nations’ largest employer-sponsored benefit programs. As the Associate CFO, Mr. Willingham managed over $850 billion in pension, heath and life insurance trust fund assets. He also compiled the agency financial statements and coordinated the annual financial statement audit. Mr. Willingham provided financial management and strategic advice to the Chief Financial Officer and agency Director in matters regarding oversight of health and life insurance carriers participating in the Federal Employee Health Benefit Program and Federal Employee Life Insurance Program.

Prior to becoming the Associate CFO, Mr. Willingham was a Senior Manager for IBM Global Business Services where he provided strategy and financial management consulting services to several federal agencies. Before IBM, Mr. Willingham was a Principal Consultant for PricewaterhouseCoopers where he helped federal agencies implement financial information system solutions.

Mr. Willingham holds a Bachelor of Science in Business Administration, majoring in Accounting. He is a Certified Public Accountant (CPA) and a Certified Internal Auditor (CIA). He lives with his wife and daughter in Virginia.
