Janet Barnes serves as the Director of the Internal Oversight and Compliance (IOC). In this role she is responsible for holding program managers accountable for operating efficiently and effectively in accordance with applicable policy, regulations and standards. Ms. Barnes also serves as the OPM executive representative to external oversight groups such as the Government Accountability Office (GAO) and the Office of the Inspector General (OIG). Her primary responsibilities are to cultivate effective partnerships with audit and oversight organizations; facilitate OPM’s timely response to audit inquiries, findings and recommendations; coordinate the capital investment review process; and review OPM programs to strengthen performance and ensure compliance.
Ms. Barnes joined OPM in 1996 as the agency’s first CIO and served in this position for 13 years. During this time she was responsible for overseeing all IT policies, planning and operations including network and data center management, IT security and privacy activities, IT legal and regulatory compliance, and applications development. Ms. Barnes also served as the co-chair of the IT Workforce committee of the CIO Council for more than 6 years. Ms. Barnes was the recipient of the Federal Computer Week’s Federal 100 award which recognizes government and industry leaders for their efforts in affecting change, progress and efficiency in the management of Federal government information technology.
Prior to joining OPM, Ms. Barnes served as the Director of the Office of Information Systems in the U.S. and Foreign Commercial Service at the Department of Commerce, CIO at the Pension Benefit Guaranty Corporation, and Director of Revenue Management Systems at MCI.
Ms. Barnes holds a Bachelor of Arts in Mathematics from Hofstra University and an MBA from Virginia Tech. She is a graduate of the Federal Executive Institute in Charlottesville, VA and a member of the Senior Executive Association.
