Dean Hunter is the Deputy Director of Facilities, Security and Contracting for the U.S. Office of Personnel Management. In this capacity, he is responsible for oversight of OPM’s contracting, facilities management, publications, Office of Small and Disadvantaged Business Utilization, physical security, continuity, emergency actions, and personnel security programs for OPM.
Mr. Hunter has testified before the U.S. House of Representatives and U.S. Senate regarding emergency management efforts affecting the National Capital Region. He serves as a member of the Metropolitan Washington Council of Governments, Emergency Planning Council and represents OPM on the Interagency Security Committee.
Prior to joining OPM, Mr. Hunter served for 17 years with the Federal Protective Service (FPS), in both the U.S. General Services Administration and U.S. Department of Homeland Security, in a variety of administrative, security, and law enforcement positions, including FPS Deputy Regional Director of the National Capital Region, and FPS Assistant Director.
Following the April 19, 1995 bombing of the Alfred P. Murrah Building, Mr. Hunter served as a task force member of the Department of Justice’s Vulnerability Assessment of Federal Facilities team, formed at the direction of the President. Mr. Hunter has been the FPS Deputy Incident Commander for high profile events including Inaugural Balls at Federal facilities, the trial of 9/11 attack co-conspirator Zacharias Moussaui, and numerous World Bank/International Monetary Fund demonstrations. Mr. Hunter has also served as a member of the Interagency Security Committee's Subcommittee on the Development of Standards for Leased Space and as the team leader/developer for the FPS risk assessment methodology program, Federal Security Risk Management.
Mr. Hunter holds a B.A degree, summa cum laude, in Criminology and Psychology from the University of Maryland. In addition, he holds an M.A degree in Security Management from Webster University and an M.S. degree in National Security Strategy from the National War College, National Defense University.
