Barbara Malebranche joined OPM in January 2010 and serves as OPM’s first Ombudsman. Her 35+ year Federal career has primarily been spent as a human resources professional including being as the Director of both Employee and Labor Relations. She also has worked in the arenas of human capital, performance management, investigations, staffing, benefits, and has represented Federal agencies before third parties. She brings a wealth of HR knowledge and hands-on experience to the Ombuds position. In her role as Ombudsman Ms. Malebranche interacts with external and internal customers and provides neutral, independent and confidential services to OPM internal employees. She provides the opportunity to OPM employees to raise issues of concern and resolves workplace disputes without resorting to formal means of dispute resolution. These services, of providing customer service and helping to resolve problems are provided to external customers also. Ms. Malebranche participates in external groups to actively provide assistance to other Ombudsmen offices beginning their practice.
Barbara lives in Maryland with her husband, Paul.
