Angela Bailey

Angela Bailey has dedicated 31 years to public service, with 25 of those years in human resources. She was selected for the Senior Executive Service in October 2007 to serve as Deputy Associate Director for Recruitment and Hiring at the U.S. Office of Personnel Management. In July 2011, she assumed her current position as OPM's Associate Director for Employee Services and the agency's Chief Human Capital Officer (CHCO).

Mrs. Bailey is responsible for the design, development, and implementation of Government-wide human resources policy, systems, and programs for strategic workforce planning, recruitment and hiring, pay and leave, performance management, employee development, executive resources, labor relations, and work/life. OPM's Government-wide policies in these areas affect almost 2 million Federal employees and more than 11 million Americans seeking employment opportunities with the Federal Government. Mrs. Bailey leads OPM's implementation of the President's Veterans Employment Initiative, which has resulted in 20-year highs in terms of the percentage of new Federal employees who are Veterans, up four percentage points from 2009 to 28.3 percent. As CHCO for OPM, she also oversees OPM's internal human resources office.

In both her current position and previous position as Deputy Associate Director for Recruitment and Hiring, Mrs. Bailey has spearheaded OPM's flagship initiative on hiring reform, as well as overseeing classification, assessment, recruitment policy, and the Pathways Programs for students and recent graduates, including the Presidential Management Fellows Program.

Mrs. Bailey began her career with the Social Security Administration. She later worked for the Department of Defense in several different components and Defense agencies. She has served in many roles, including Budget Analyst, Labor Relations Officer, and as the Director of Human Resources for the Defense Contract Management Agency.

Mrs. Bailey has a Masters Degree in Leadership from Bellevue University and participated in Harvard University's Kennedy School National Preparedness Leadership Initiative for Executives in 2012.
