R. Alan Miller attended Wofford College, in Spartanburg, SC, as the recipient of an ROTC scholarship and graduated in May 1974. Prior to entry into the United States Army, Alan attended and graduated from the University of South Carolina School of Law, receiving his juris doctor degree in May 1977. Alan served in the Army in various locations in the United States, as a prosecutor, administrative lawyer, trial attorney in procurement law and as an Associate Professor in the Law Department at the United States Military Academy at West Point, NY.
He left active duty in 1992 and joined the Commercial Litigation Branch of the Civil Division of the U.S. Department of Justice, though he continued his Army career in the U.S. Army Reserve (retiring in 2002 as a Lieutenant Colonel). Alan was a trial attorney at DOJ, where he defended government contract claims against the United States before the U.S. Court of Federal Claims, and in various appeals from lower tribunals before the U.S. Court of Appeals for the Federal Circuit.
Mr. Miller joined the Office of the General Counsel at OPM in May of 2005 as Senior Procurement Counsel, and he was selected as Associate General Counsel in May of 2007.
