SCATT Statement of Work CDRL and Tracking Tool 

Detailed Information

SCATT stands for the Statement of Work, CDRL, And Tracking Tool and is used by Marine Corps System Command Program Teams to develop Draft Statements of Work (SOWs) and Contract Data Requirements Lists (CDRLs) in a Integrated Product Team (IPT) environment and monitor contractor performance on data deliverables after Contract Award. SCATT consists of three separate applications to perform these functions: the SOW Questionnaire, the CDRL Wizard, and the CDRL Tracking Tool.

  • SOW Questionnaire - The SOW Questionnaire is the main portion of SCATT, where a series of YES/NO questions are answered in a Program IPT environment. The questions are arranged in accordance with their functional area which include topics like Configuration Management, Environment, Safety, and Occupational Health, Systems Engineering, IROAN/Rebuild, Support Equipment, Manpower, Personnel, and Training, Software, Contractor Performance Measurement, etc. There are currently a total of 25 functional areas covered in SCATT. Once the SOW Questionnaire has been completed the Draft SOW is made available for download and can be edited in Microsoft Word. The Draft CDRLs are in XML format ready to be imported into the CDRL Wizard.
  • CDRL Wizard - The CDRL Wizard is a Microsoft Access tool that allows users to tailor Draft CDRLs and prepare them for submission to the Contracting Office. The actual DD Form 1423-1 (CDRL) has been embedded into the CDRL Wizard with drop down boxes and other valuable time-saving features to simplify the CDRL development effort and eliminate some of the redundancy associated with editing CDRLs. Since the CDRL Wizard is a Microsoft Access file, it may be staffed as is to team members for review or the CDRLs may be exported to Microsoft Word or as a PDF file.
  • CDRL Tracking Tool - The CDRL Tracking Tool (or Tracker) is a Microsoft Access tool that is utilized after Contract Award to follow program status and monitor contractor performance in the delivery of technical data. The final CDRLs and key program events are entered into the Tracker and each data deliverable is scheduled in accordance with its corresponding CDRL. Once every data deliverable has been scheduled, the Tracker is ready to track the contractor's performance and generate reports as needed.

Microsoft Access 2002 or later is required to use the CDRL Wizard 2007 and the CDRL Tracking Tool 2007
