ASC - Merged Obligation and Liquidation Tracking System
 
Overview: Merged Obligation and Liquidation Tracking System (MOLTS 8.0)
 
MOLTS is a Financial Management Tool that uses a commercial-off-the-shelf (COTS) relational database which imports contract financial data from the Mechanization of Contract Administrative Services (MOCAS), the Acquisition Management Information System (AMIS), and the Central Procurement Accounting System (CPAS) to support detailed obligation and expenditure tracking and analysis. MOLTS is sponsored by the Aeronautical Systems Center (ASC) and is used primarily within the ASC System Program Offices.
 
Description:
 
MOLTS was designed in order to resolve unliquidated obligation (ULO) problems in United States Air Force (USAF) Air Force Materiel Command/Aeronautical Systems Center (AFMC/ASC) contracts. Data is downloaded from MOCAS, AMIS, and CPAS. Once this data is "merged" from the appropriate finance and contracting systems, the analyst is able to manipulate the data and provide summary and detailed data analysis regarding the status of obligations and disbursements for that contract. Of specific significance is MOLTS’ capability to establish relationships between relevant account appropriations, contract modifications, accounting classification reference numbers (ACRNs), special ACRNs, contract line and exhibit line item numbers (CLINS/ELINS), and shipment/invoice numbers. Identifying these relationships is critical in determining if a deliverable has been fully liquidated, if it was paid correctly, and if pending liabilities exist for which current year funds must be requested to replace canceled accounts. By using MOLTS’ relational capabilities, reports can be customized to flag specific problems in real time and corrective action can be initiated, thereby minimizing the impact of funds cancellation under the provisions of Public Law 101-510.

Although initially designed for the USAF (AFMC/ASC), MOLTS can be tailored for any specific DoD office, Command or function.
 
Assessment of Tool:
 
PROs: MOLTS minimizes the complexity of tracking obligation and disbursement data. It organizes thousands of disbursements and CLIN information into easy to read reports. Several exception reports identify many of the root causes for ULOs and unmatched disbursements.

CONs: MOLTS is constrained by the availability and fidelity of the source data.

The tool is proprietary.
 
There is no specific cost for the software to Government organizations/agencies and government contractors at this time. However, there are fees associated with the installation, data loading, and training (as required).
Although this is a Logicon - TASC proprietary product, Logicon - TASC will leave the software in place at the end of the contract period of performance with the condition that it not be provided to other government program offices or other government contractors without the written permission of Logicon - TASC.
