OAK RIDGE, Tenn., July 2, 2008 — Keith Joy, Small Business Program manager at Oak Ridge National Laboratory, recently has been named the Management and Operating (M&O) Program Manager of the Year by the Department of Energy.

Joy, who received the award June 25 at DOE's Small Business Conference in San Antonio, was recognized for outreach activities and outstanding efforts to foster small business participation at ORNL. In 2007, fifty-eight percent or $219 million of ORNL subcontracting dollars were spent with small businesses.

"Small businesses are a critical part of the fabric of the American economy, and the Department of Energy will continue to provide an environment in which these businesses can thrive and prosper," said Acting Deputy Secretary of Energy Jeffrey Kupfer at the awards ceremony.

DOE's Office of Small and Disadvantaged Business Utilization is charged with developing, implementing, executing, and managing the small business programs for the DOE; monitoring and reporting performance by the department in meeting its goals relating to those programs; and representing the department on matters affecting small and disadvantaged businesses.
