The Air Force’s ability to maximize warfighting effectiveness hinges on establishing and maintaining a logistics support foundation throughout the system life cycle. Designed to compliment the Air Force’s Acquisition Sustainment (AS) Toolkit and Independent Logistics Assessment (ILA) tools, the Logistics Health Assessment (LHA) provides the acquisition and sustainment communities a standard, tailorable, user friendly tool to report on and ensure long-term sustainment and availability considerations that can be identified and integrated into early program decisions. Ultimately, LHA enhances the potential for systems to be fielded with a support structure in place and optimizes the warfighter’s ability to meet mission performance requirements. The LHA is built around the 12 Product Support elements outlined in Air Force Instruction 63-101, Acquisition & Sustainment Life Cycle Management, and utilizes intellectual capital documented in the following: ·         Acquisition Sustainment (AS) Tool Kit·         Independent Logistics Assessment (ILA) Handbook·         Probability of Program Success (PoPS)·         Applicable Unit Compliance Inspection (UCI) checklists·         Portfolio Review Supportability Reporting guidelines 

LHA is a tool which provides the Air Force a capability to assess the logistics health of Defense Programs from concept to disposal. LHA fills a void within logistics by providing a day-to-day standardized, tailorable and user-friendly mechanism for assessing and measuring acquisition and sustainment logistics planning & execution. LHA is a stand-alone Decision Support Module accessible in the Air Force’s System Metric and Reporting Tool (SMART).

LHA provides: ·         Horizontal and vertical integration: Integrates into a program office, identifies trends across the Center’s portfolio and shows connectivity to AFSO 21, eLog21, Develop & Sustain Warfighting System (D&SWS), Air Force Materiel Command (AFMC) Strategy Map and the L&MR Memo dated 10 March 2007·         Flexibility for program uniqueness—Tailorable·         Applicable across the entire life cycle of a program·         Repeatable, quantitative, objective, aggregative and holistic·         Documents metric trends·         Uses existing information to maximum extent possible·         LHA is an initiative under the AFMC Develop & Sustain Warfighting Systems (D&SWS) LifeCycle Management Sub-Process, Life Cycle Affordability (LCM-1-09)
