Recipient Reporting
The Recovery Act clearly states, "every taxpayer dollar spent on our economic recovery must be subject to unprecedented levels of transparency and accountability." In accordance with this objective, Section 1512(c) of the Recovery Act established a quarterly reporting requirement that applies to recipients of the Office of Justice Programs (OJP), the Office of Community Oriented Policing (COPS Office), and the Office on Violence Against Women (OVW) Recovery Act awards. Quarterly Section 1512 (c) reports must be submitted through https://www.FederalReporting.gov. The Office of Management and Budget (OMB) encourages all prime recipients and delegated sub-recipients to register as soon as possible. Registration may take up to 8 business days to complete. To register, a recipient must have a DUNS number and be registered in the Central Contractor Registration.

Calculating Jobs Data
Please refer to the Office of Management and Budget (OMB) Memorandum M-10-08, Updated Guidance on the American Recovery and Reinvestment Act - Data Quality, Non-Reporting Recipients, and Reporting Job Estimates published on December 18, 2009.
Part 2 of this Memorandum, Replacement of Section 5 of M-09-21, updates the guidance for jobs data reporting. The updated guidance reflects an important change and simplification to the manner in which job estimates are calculated and reported. Recipients will now report job estimates on a quarterly, rather than cumulative, basis. Recipients will report job estimate totals by dividing the hours worked in the reporting quarter (i.e., the most recent quarter) by the hours in a full-time schedule in that quarter. A second important change is in the definition of a job created or retained. The updated guidance defines jobs created or retained as those funded in the quarter by the Recovery Act.
OJP has created a jobs calculation tool to assist recipients in reporting job data. Jobs Calculator (Updated: June 2010)
