About the Army Family Action Plan (AFAP)

AFAP allows every sector of the military to have a voice in raising quality well-being concerns to leadership.

For Local issues, all are encouraged to use the Customer Service Channels for each activity to assist the Installation in improving local service.

For those issues that are related to Army or DOD Policy, AFAP is ready to assist in submitting to higher commands for consideration and resolution.

The Army Family Action Plan (AFAP) is a vehicle for providing input from the people of the Army to Army leadership. It's a process that lets soldiers and families say what policies and programs are working, and those that are not - AND what they think will fix it. It alerts commanders and Army leaders to areas of concern that need their attention, and it gives them the opportunity to quickly put plans into place to work toward resolving the issues.

Each Installation has a Customer Service process to resolve local issues either through services or the Interactive Customer Evaluation System.

AFAP...

  • Gives commanders a gauge to validate concerns and measure satisfaction
  • Enhances Army's corporate image
  • Helps retain the best and brightest
  • Results in legislation, policies, programs and services that strengthen readiness and retention
  • Safeguards well-being

How Does AFAP Work?

The Installation has local Customer Service Representatives that can address local service issues.

Installations hold AFAP forums to discuss DoD and DA policies and programs that need improvement.

Active and Reserve soldiers, retirees, surviving spouses, DA civilians, family members, and tenant organizations are encouraged to bring issues they believe are important to maintain a good standard of living and impacted by these DoD or DA wide policies.

Though the majority of AFAP issues in the past were focused on local issues, these are now primarily handled at the installation level.

For those issues beyond the local level - these are sent to MACOM AFAP conferences and to HQDA, where delegates from across the Army determine which will go into the AFAP. The issues that are selected for the AFAP are worked toward resolution by Army staff and DoD agencies. Visit Army OneSource, click Family Programs and Services then select Army Family Action Plan to search the database of active HQDA AFAP issues to review the issue status.

A board of key DoD and Army staff general officer and senior executive service representatives bring leadership and accountability to the AFAP process. This board, the AFAP General Officer Steering Committee (GOSC), reviews the progress of AFAP issues on a semiannual basis. The AFAP GOSC is the final deciding authority on the status of all issues (determining if an issue is completed [resolved]), unattainable, or needs to remain active until the issue's stated objectives have been met.
