Question:
Why is the cloud cover reported as "0.00" for night scenes?

Answer:

Because the Automatic Cloud Cover Assessment (ACCA) algorithm uses reflective band information in addition to thermal infrared band 6, cloud cover assessment is not possible for night scenes.
