2009 Weatherization Assistance Program Guidance
Program Notice 09-01 is in effect since November 17, 2008 and provides guidance for states and weatherization agencies to manage their weatherization grants for program year 2009. -
2009 Poverty Income Guidelines and Definition of Income
Program Notice 09-05 is in effect since February 18, 2009 and defines who is eligible to receive weatherization services. -
Health and Safety Guidance
Program Notice 02-05 is in effect since July 12, 2002. DOE sets guidelines for weatherization workers in the field and for DOE Regional Offices and states to assess the health and safety plans of provider agencies. -
Lead-Safe Weatherization—Additional Materials and Information
Program Notice 09-06 is in effect since January 2009 and supplements Program Notice 08-06, all of which addresses how to provide weatherization services to homes that were built before 1978 and might have lead hazards when weatherization work is being performed. -
Interim Lead-Safe Weatherization Guidance
Program Notice 08-06 is in effect since September 2008 and establishes minimum standards for performing work in homes that were built before 1978 and might have lead hazards when weatherization work is being performed. -
Lead-Based Paint Regulations
Program Notice 02-6 is in effect since July 12, 2002 and updates guidance on health and safety issues and provides lead-safe weatherization protocol for work in buildings that might contain lead paints. The DOE General Counsel's (GC) office operates an email hotline for legal questions related to the 2009 American Recovery and Reinvestment Act, including the State Energy Program (SEP), Energy Efficiency Conservation Block Grant (EECBG) and Weatherization Assistance Program (WAP). State, county, municipal, and tribal government representatives are welcome to email their legal questions.
