Exemplar HIE Governance Entities Program
On December 20, 2012 ONC released the Exemplar Health Information Exchange Governance Entities Program (Program) Funding Opportunity Announcement. The Program will allow ONC to work collaboratively with entities already involved in governance of health information exchange to encourage the continued development and adoption of policies, interoperability requirements, and business practices that will increase the ease of electronic health information exchange, reduce implementation costs, and assure the privacy and security of data being exchanged. This work will support and advance the efforts of existing governance entities which will benefit consumers and providers by allowing health information to flow securely between unaffiliated healthcare organizations.

Q1: How does ONC define "participating" for purposes of the eligibility requirement: "Have participating entities in three or more states."
A: For the eligibility criteria “participating” means organizations that actively adhere to the policies, interoperability requirements and business practice requirements developed by the applicant as part of their governance of health information exchange
Q2: Would ONC consider a joint application for the grant or an application whereby two organizations submitting jointly would fulfill the eligibility requirements as outlined in the grant proposal?
A: Yes, ONC would consider such a joint application. However, each case would have to be uniquely evaluated to ensure the application meets all of the eligibility requirements. For instance three health information organizations that have participants in three different states could band together and apply for the FOA and meet the participating entities requirement (one of the organizations would have to be the lead applicant). However, if these three HIOs didn’t have a common set of policies, interoperability requirements and business practices that applied across them they would not meet the third eligibility requirement.
