Utilizing Set-Aside Special Item Numbers (SINs) for Small Business

Schedule contractors’ catalogs and pricelists, available on GSA Advantage!® and GSA eLibrary, contain information on a broad array of supplies and services offered by small businesses. Ordering activities may use this information to meet or exceed established socioeconomic goals. The information should also be used as a tool to identify specific small business representations: small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, and small disadvantaged business. Customers can even search for specific SINs that are solely set aside for small business Schedule contractors.

GSA provides ordering activities with the ability to find small business to fulfill customer socioeconomic goals. This can be achieved by utilizing the business/socioeconomic indicators displayed on GSA Advantage!®, eLibrary, and eBuy. These indicators signify the business size and business status of the current available contractors, and are as follows:

* Currently ordering activities cannot get credit through the Schedules contracts for the 8(a) program, (however, there is no longer any statutory goal for 8(a) businesses specifically).  Ordering activities will get credit towards their small disadvantage business goals for orders to 8(a) contractors, since by definition 8(a) firms are small disadvantaged businesses.

Furthermore GSA provides SINs that have certain sections which are set aside such as: C 7460 – Visible Record Equipment and C 7125A – Cabinets, Lockers, Bins and Shelving through the Consolidated Schedule. These are SINs where only certain categories included in the description are small business set asides.
