Emily Dean is the Associate Chief Financial Officer – Financial Services for the U. S. Office of Personnel Management (OPM). In this capacity, she leads and directs OPM’s financial management activities involving payment, billing, receipt, reporting, and analysis of the Federal government employees’ retirement, health and life insurance benefit programs, and OPM’s S&E and reimbursable programs. She is a customer advocate and believes in helping her customers achieving their goals and missions through information sharing and better understanding of financial management subjects.
Emily has more than 20 years of executive experience, serving in private industry and the federal government. Prior to her joining OPM, she worked as Associate Chief Financial Officer – Operations for the U. S. Government Printing Office (GPO). From 1987 to 2006, Emily held various positions, including Chief Executive Officer and President, and Chief Financial Officer for 5Star Bank, a subsidiary of the Armed Forces Benefit Association (AFBA).
Emily is a Certified Public Accountant (CPA). She earned a Master of Business Administration (MBA) degree from the American University, a Master of Arts (MA) degree in History from Old Dominion University, and a Bachelor of Arts (BA) degree in History from National Chung-hsing University, Taiwan. She is an avid mountain hiker and enjoys cooking, bicycling, and playing tennis.
