Certification

FMCSA has defined a set of CVISN capabilities that can be deployed incrementally by a state and its motor carriers. These Core capabilities focus on electronically exchanging safety and credentialing information, electronically processing interstate registration and fuel tax credentials, and implementing roadside electronic screening at one fixed or mobile site. Detailed requirements are listed in Appendix A: Core CVISN Checklist of COACH Part 1.

A key operational concept of CVISN is to share data among safety, credentialing and screening systems. Thus the tests of conformance for CVISN Core capabilities are the End-to-End tests that demonstrate the sharing of data among systems. The End-to-End tests demonstrate that data is shared and transferred through the applicable systems in order to carry out the desired function. The tests will be chosen based on what would be appropriate for the state CVISN design. The recommended pair-wise tests could be carried out during the development phase of the CVISN project, with the specific tests chosen based on the state CVISN design.

Certification is required before a state Commercial Vehicle Information Exchange Window (CVIEW) system is allowed to connect to the production version of Safety and Fitness Electronic Records (SAFER). FMCSA Technical Support at the Volpe National Transportation Systems Center (Volpe Center) will certify that communications and data exchange mechanisms between the state CVIEW system and the FMCSA SAFER system hosted at the Volpe Center are in compliance with all applicable SAFER interface and security requirements. This will ensure the accuracy and quality of the data exchanged, efficient communications, and the prevention of system corruption or performance degradation.
