The Motor Carrier Safety Assistance Program (MCSAP) High Priority (HP) funds are available for activities conducted by State agencies, local governments, and organizations representing government agencies that use and train qualified officers and employees in coordination with State motor vehicle safety agencies. Individuals are not eligible to apply.

Applicants for MCSAP HP grant funding must meet the requirements found in Title 49 of the Code of Federal Regulations (49 CFR) Part 350.329. Section 4107 of the Safe Accountable Flexible Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) requires that at least 90 percent of available HP funding be awarded to State or local government agencies.The Federal share of these funds is established at 80 percent except that the Federal share is established at 100 percent for public information and education activities.

Funds are awarded in accordance with the provisions of 49 CFR Part 350. Additional information can be found in 49 CFR Part 18 and in the Office of Management and Budget (OMB) Circular A-87.

All applications must be submitted electronically through grants.gov, and a separate application package is required for each proposal. Applications combining more than one funding proposal in a single application package will be disqualified. To apply using the grants.gov process, the applicant must be registered with grants.gov. To register, go to http://www.grants.gov/applicants/get_registered.jsp. The registration process can take up to two weeks to complete and applicants are encouraged to register as soon as possible.

Proposals must include specific, quantifiable descriptions, benchmarks, timelines, and supporting data as applicable when addressing each program element.

The written proposal must include, at a minimum:

• Scope of project
• Purpose
• Goals
• Objectives
• Implementation strategies
• Performance measures
• Detailed budget
• Monitoring and evaluation plan
• Additional supporting detail as described in the opportunity announcement in grants.gov
• Prior year budget by line item showing expenditures to-date (applies only to proposals for continuation of a previously funded program)

The applicant must submit the entire application package including the required forms and project proposal through grants.gov.

FMCSA will initially consider funding for applications submitted on or before the deadline as published in the Federal Register. After the applications have been reviewed, and funding is awarded to those approved, applications submitted after the deadline will be considered on a case-by-case basis if HP funding remains available. All funding is subject to reductions resulting from obligation limitations or rescissions as specified in SAFETEA-LU or other legislation.
