Advisory Committee on Voluntary Foreign Aid (ACVFA)
ACVFA was established by presidential directive after World War II to serve as a link between the U.S. Government and private voluntary organizations (PVOs) active in humanitarian assistance and development work overseas. Comprised of 30 private citizens with extensive knowledge of international development, ACVFA helps provide the underpinning for cooperation between the public and private sectors in U.S. foreign assistance programs.
Foreign Disaster Assistance
USAID's Office of U.S. Foreign Disaster Assistance (OFDA) provides non-food humanitarian assistance and coordinates the U.S. Government response to natural and manmade disasters in foreign countries. USAID/OFDA provides humanitarian assistance largely through grants to Private Voluntary Organizations, Non-Governmental Organizations, and International Organizations. In addition to accepting unsolicited proposals after a disaster is declared, OFDA posts Annual Program Statements (APS) to which an organization can apply for funding at www.grants.gov. An APS generates competition for new awards in areas where USAID/OFDA wants to support a variety of approaches to meet its mandate of saving lives, alleviating suffering, and reducing the economic impact of disasters.
Office of Small and Disadvantaged Business
The Office of Small and Disadvantaged Business (OSDBU) is responsible for monitoring USAID's implementation and execution of the small business programs and advising the Administrator and senior leadership. OSDBU provides liaison and outreach support to business (small and large) concerning small business participation in USAID procurements. Private Voluntary Organization Registration
The PVO Registration Guidance outlines USAID's registration process for U.S. and international private voluntary organizations (PVOs). Registered PVOs are eligible to compete for assistance funds (grants and cooperative agreements) that are available through USAID. An organization that wishes to be listed in USAID's PVO Registry must complete the process on an annual basis.

Search the Development Experience System (DEXS), USAID's online database of agency-funded technical and program-related documents, download USAID documents in PDF format for free, and sign up for DEC Express, our bi-weekly e-publication that lists recently acquired documents.
