Special Activities Permit

 

Vessel Transportation 

 

    In accordance with EP 1130-2-550, Chapter 9, Paragraph 9-6d, change 3, dated 15 Aug 02, a Special Activity Permit fee of $10.00 per linear foot is being assessed for vessels which are commercially launched and/or retrieved from US Army, Corps of Engineers (USACE)-operated boat ramps.

       Any form of commercial activity on public property without written consent is a violation of Title 36 Code of Federal Regulations, Section 327.18 Commercial Activities. 

        Effective January 1, 2013, all commercial marine transporters will be required to obtain a permit from the Allatoona Project Management Office (OPMO) prior to launching and/or retrieving vessels at USACE operated boat ramps. 

       Completed permit forms along with a copy of the owner’s title to the vessel which includes the description (length, make, model, etc.); a copy of the commercial marine transporter’s liability insurance; a check or money order made payable to “F&A Officer, Mobile District, COE” must be submitted to US Army, Corps of Engineers, 1138 GA Highway 20 Spur, Cartersville, GA 30121 twenty-one (21) days prior to the launch/retrieval date.  The permit fee equals the “length of vessel as stated on the title x $10” (ex. 95 feet x $10 = $950).  Failure to submit completed permit form and all required documents will cause a delay in the permit process and the launching and/or retrieving of a vessel.

      Rigging or de-rigging for transportation purposes will be allowed in areas of the parking lot designated by the Allatoona OPMO; however, modifications, repairs, etc. will not be allowed in boat ramp parking lots.  

      Commercial marine transporter may retrieve a vessel and launch the same vessel utilizing the same permit within the days specified on the permit.   Launching and/or retrieving separate vessels on one permit is prohibited.

      For safety reasons and recreational purposes, only one commercial marine transporter will be permitted to use a ramp on any given date.  Weekends, holidays and during peak recreation season will not be considered as days to launch and/or retrieve a vessel.

     Commercial marine transporters will be required to present a completed permit packet at the ramp when launching and/or retrieving the permitted vessel if requested by Park Rangers, Park Attendants, or Park Hosts.

      Failure to comply with the guidelines of the permit, the commercial marine transporter is subject to a citation for violating Title 36 Code of Federal Regulations, Section 327.18 Commercial Activities.
