3/24/2011 - TYNDALL AIR FORCE BASE, Fla. (AFNS) -- The Society of American Military Engineers has recognized the Air Force Civil Engineer Support Agency and AFCESA's Master Sgt. Edward Quinn, for their outstanding service and contributions to the Society and the community.

A member of the SAME Panama City Post since December 2002 and an integral part of its success, AFCESA is the 2010 winner of the SAME Public Agency Award. Col. David Reynolds, the commander of AFCESA and Panama City Post first vice president said he is honored by the award.

"I'm proud of our AFCESA members for the dedication and service that they exhibit," Reynolds said. "They give of their time, knowledge and talent regularly in support of SAME and its work in the community."

Throughout 2010, AFCESA employees have played key roles in local and regional SAME conferences and events. In May, AFCESA and the Panama City Post co-sponsored an Industry Day to promote the continued strong partnership between private industry and the Department of Defense facility engineering community.

Agency members have given briefings at regional conferences across the United States on subjects from contingency contracting programs to renewable energy opportunities. Their involvement has increased awareness of key engineering issues and improved networking among government and private sector entities.

AFCESA members have shown exceptional leadership in mentoring and education programs, including involvement in MATHCOUNTS competitions, National Engineers Week, and science fairs. AFCESA Young Members actively support the local Bay County public schools and serve as mentors to area students who are pursuing science and math education. Through the Education and Mentoring Fund Golf Tournament, agency members have also raised a record $11,000 in college scholarships in 2010 alone.

With more than 50 current and retired members, AFCESA is the largest agency in the post and is well represented at each meeting, program and function. AFCESA has provided more than 40 percent of the elected officers and currently holds the offices of president, first and second vice presidents, and secretary.

Former Panama City Post secretary, Sergeant Quinn is the winner of the 2010 Paul R. Smith NCO Medal. Sergeant Quinn is the Air Force Career Field Manager for Operations Management and develops and facilitates career training programs that affect more than 1,400 Airmen. As a representative of AFCESA, Sergeant Quinn conducts his duties across the globe with distinction, taking opportunities to provide information on SAME programs and initiatives to Air Force members. He is a dedicated SAME member and participates in SAME-sponsored events and shares his experiences with local small businesses and engineers.

AFCESA is a field operating agency that reports to the Office of the Civil Engineer at Headquarters United States Air Force, Washington, D.C. Agency officials provide professional readiness, energy and operations support, tools and practices to maximize Air Force engineering agile combat support worldwide.

The Society of American Military Engineers established the Public Agency Award in 2004 to recognize Public Agency Members who provide leadership and mentoring, and promote the Society's ideals. Past winners include the U.S. Air Force Academy, Missouri University of Science & Technology and the Air Force Center for Environmental Excellence.

The Paul R. Smith NCO Medal is given annually to the active duty, Reserve, National Guard or retired NCO who has shown outstanding leadership in support of the society and has made significant contributions to military engineering over the past five years. The NCO medal was first awarded in 2006. Both the Public Agency Award and the NCO medal will be presented at the SAME 2011 Joint Engineer Training Conference and Expo at Grapevine, Texas on May 26.

The Society of American Military Engineers, the premier professional military engineering association in the United States, unites architecture, engineering construction, facility management and environmental entities and individuals in the public and private sectors to prepare for -- and overcome -- natural and manmade disasters, and to improve security at home and abroad.
