NON-APPROPRIATED FUND (NAF) PROGRAM

Over 44,000 DON employees are paid from funds that are not appropriated by Congress. DON non-appropriated fund (NAF) employees work in military exchanges and morale, welfare, and recreation programs all over the world. NAF employees are paid from the funds generated by those activities. NAF programs provide valuable services and support to our military personnel and their families. NAF employees are Federal employees and work in a variety of jobs. The DON has three NAF organizations: Commander, Navy Installations Command - Morale, Welfare, and Recreation (CNIC), Marine Corps Community Services (MCCS), and Navy Exchange Service Command (NEXCOM).

Commander, Navy Installations Command, Morale, Welfare, and Recreation

The Navy Morale, Welfare and Recreation (MWR) division administers a varied program of recreation, social and community support activities on U.S. Navy facilities worldwide for active-duty, Reserve and retired Navy personnel and their families. MWR is comprised of more than 50 different programs and services, including fitness centers, movies, libraries and business operations, such as Navy Gateway Inns and Suites, Navy Getaways, Information, Tickets and Travel (ITT), Navy Entertainment, golf courses, bowling centers, marinas, and food and beverage operations.

MWR programs are supported by a combination of non-appropriated (NAF) and appropriated funds (APF). NAF revenues generated by MWR business activities are used to sustain and recapitalize the day-to-day operations of all MWR programs. CNIC MWR’s mission is to provide outstanding quality-of-life programs and services that support the Fleet, Fighter and Family.

MCCS NAF employees provide essential Quality of Life programs to Marines and their families at bases and stations located around the world. MCCS programs and services include retail activities, social and recreational programs, and prevention and intervention programs to combat societal ills that inhibit positive development and growth.

Navy Exchange Service Command

Navy Exchange Service Command

The Navy Exchange Service Command (NEXCOM) provides a myriad of global benefits to our Sailors and their families through several distinct operating entities:

  • Navy Exchanges (NEX) - A large, $2.5 billion, full service retailer, which is a leader in the military resale industry. NEX is governed by a MWR/NEX Board of Directors with oversight to ensure a balance between savings to the Sailors and dividends to support MWR programs. The command has over 300 stores on 103 Navy installations worldwide in 16 countries with 13,000 Associates and serves over 2.2 million households.
  • Navy Lodges - A mid-tier quality hotel chain for service members executing Permanent Change of Station orders. The Lodge program consists of 42 hotel operations having over 3,000 rooms and 1,200 Associates worldwide, generating over $65 million in revenue.

NEXCOM’s mission is to provide quality goods and services at a savings and to support Navy quality of life programs.
