ASSESSMENT AND EVALUATION

SECNAV policy on Assessment and Evaluation of Civilian Human Resources Management (HRM) SECNAVINST 12273.1A:

“All DON components shall maintain effective systems for accountability, assessment, and evaluation of civilian HCM results and use that information to improve civilian HCM. Accountability includes (1) compliance with law, regulation, and policy, as well as ensuring that HCM supports mission accomplishment; consistency with OPM and DoD guidelines; (2) alignment with the total force concept; and (3) incorporation of EEO as an element of program assessment.”

The HRM assessment process should measure human resources outcomes, which should be driven by mission requirements and strategic goals and objectives.

The Office of Civilian Human Resources provides a variety of tools and data sources for commands in meeting the assessment and evaluation requirement. Available elsewhere on this website are:

  1. The annual reporting requirements Focus Guide which advises commands what information is required to be reported for the current fiscal year. Reports are due in the second quarter of the following fiscal year. Focus guide content also provides activities and other interested users a yardstick or set of benchmarks which are useful in considering how command, activity and individual employee group assessment criteria can be used.
  2. Employee survey and satisfaction survey results. A number of Federal and DOD organizations, and OCHR itself, conduct employee surveys periodically, as required by Federal law. DON and command level results of these surveys are available in the Employee Satisfaction section.
